The 74th Extraordinary Session of the Council of Ministers of the Intergovernmental Authority on Development (IGAD) convened on 15th September 2026 in Djibouti, Republic of Djibouti, under the chairmanship of H.E. Abdoulkader Houssein Omar, Minister of Foreign Affairs and International Cooperation of the Republic of Djibouti and Chair of the IGAD Council of Ministers. The Session was attended by H.E. Ambassador Hadera Abera, State Minister of Foreign Affairs, Federal Democratic Republic of Ethiopia; H.E. Dr. Abraham Korir Sing’Oei, Principal Secretary for Foreign Affairs, Republic of Kenya; H.E. Abdisalam Abdi Ali, Minister of Foreign Affairs and International Cooperation, Federal Republic of Somalia; H.E. Ambassador Dr. James Pitia Morgan, Minister of Foreign Affairs and International Cooperation, Republic of South Sudan; Hon. Maowia Osman Khalid, Undersecretary, Ministry of Foreign Affairs and International Cooperation, Republic of the Sudan; H.E. Haruna Kyeyune Kasolo, Minister of State for Foreign Affairs in Charge of Regional Affairs, Republic of Uganda; and by H.E. Dr. Workneh Gebeyehu, the Executive Secretary of IGAD. Also present at the opening session were: H.E. Ambassador Bankole Adeoye, Commissioner for Political Affairs, Peace and Security of the African Union Commission (AUC); H.E. Guang Cong, Special Envoy of the United Nations Secretary-General for the Horn of Africa; and Patrick Dupont, representing the Head of the European Union Delegation to Djibouti and IGAD; The Council, Expressing its profound appreciation to H.E. President Ismail Omar Guelleh, the Government and people of the Republic of Djibouti for hosting the Extraordinary Session of the Council, and to the Government and people of Djibouti for four decades of steadfast support as host of the IGAD Secretariat since the founding of the Organisation in this city in 1986; Recalling the Agreement Establishing the Intergovernmental Authority on Development of 1996, and the founding of the organisation in Djibouti in 1986, whose fortieth anniversary falls in the present year; Recalling further the decision of the 48th Ordinary Session of the Council of Ministers, held in Khartoum on 30th November 2022, committing the support of Member States for the Secretariat to mobilise the resources required to conclude the new IGAD Headquarters project from diverse sources, including bank loans, and the Communiqué of the 14th Ordinary Session of the IGAD Assembly of Heads of State and Government, held in Djibouti on 12th June 2023, resolving that each Member State contribute USD 2 million towards its construction; Recalling also the Communiqué of the 43rd Extraordinary Summit of the IGAD Assembly of Heads of State and Government of 12th March 2025, which reaffirmed the Revitalised Agreement on the Resolution of the Conflict in the Republic of South Sudan, concluded in 2018 under IGAD’s auspices as principal guarantor of the peace process, and established the IGAD Ministerial Sub-Committee on South Sudan; Welcoming the resumption by the Republic of the Sudan, on 9th February 2026, of its full membership of IGAD under the effort of the Republic of Djibouti as the Chair of IGAD, the high-level mission of the Executive Secretary to Khartoum on 30 July 2026 and the consequent reopening of the IGAD Mission in the Republic of the Sudan, and affirming that the sovereignty, unity and territorial integrity of the Republic of the Sudan are not negotiable, as is the commitment of the Organisation to the sovereignty, unity, territorial integrity and national institutions of all its Member States; Noting with satisfaction that five of the Organisation’s seven Member States, namely, the Republic of Djibouti, the Federal Democratic Republic of Ethiopia, the Republic of South Sudan, the Republic of Kenya and the Federal Republic of Somalia, have ratified the IGAD Treaty of 2023 and deposited their instruments of ratification with the Executive Secretary as the legally designated Depositary, meeting the two-thirds threshold for the Treaty to enter into force in succession to the Agreement Establishing IGAD of 1996; Mindful that the IGAD Executive Secretary, in his legal capacity as the depositary, must now notify all Member States of the date of entry into force, send each a certified copy, and register the Treaty with the African Union and the United Nations; and affirming that the Treaty is the constitutional foundation of the Organisation, whose success depends on the ownership and commitment of Member States; Concerned that conflicts beyond the region, including the war in Ukraine, the war in Gaza and the conflict in the Middle East, are transmitted directly into the region through disrupted shipping, elevated fuel and food prices and the contraction of humanitarian financing, and that global divisions have weakened multilateral consensus precisely when the region requires sustained and coordinated international support; Deeply concerned by the humanitarian situation in the region, in which an estimated forty-nine million people face acute food insecurity and internal displacement exceeds 19 million people, and in particular by the catastrophe in the Republic of the Sudan, where almost 19.5 million people face crisis levels of hunger, an estimated 825,000 children under five are expected to suffer severe acute malnutrition in 2026, and some nine million people are still displaced by the conflict; Cognisant of the profound geopolitical and security shifts under way in the Red Sea and Gulf of Aden, driven by intensifying strategic competition, conflicts and instability along the littoral, growing external military engagement and threats to commercial shipping and critical sea lanes; noting that these dynamics bear directly upon the peace, security and economic interests of IGAD Member States, noting further that its disruption is a matter of regional and global consequence; and further noting the resurgence of piracy off the coast of Somalia and in the Gulf of Aden is of the same disorder; Taking note of the regional climate outlook for the October to December 2026 season issued by the IGAD Climate Prediction and Applications Centre on 18th August 2026, indicating wetter-than-normal conditions as El Niño strengthens, with flooding anticipated to be among the most significant regional hazards; Having considered the Report of the Executive Secretary on the situation in the region and the performance of the Secretariat for January to June 2026, the financial condition of the organisation and the forward agenda proposed therein; Now, therefore, the Council: 1. Commends H.E. Ismail Omar Guelleh, President of the Republic of Djibouti, and the Government and people of the Republic of Djibouti, for the warm hospitality extended to all delegations and for Djibouti’s steadfast support to IGAD as host country since the organisation’s founding; 2. Adopts the Report of the Executive Secretary on the State of the Region as well as on the Institutional Condition of the Organisation, and endorses the priority actions set out, and commends the Secretariat for a strong first half-year performance under the Strategic Plan 2026 to 2030; 3. Affirms that the challenges facing the region are regional in effect and must be regional in response, that no Member State can insulate itself from instability in a neighbour, and that every advance in peace, governance and resilience strengthens the security of all; 4. Congratulates the Republic of Djibouti, the Federal Democratic Republic of Ethiopia and the Republic of Uganda on the successful and peaceful conduct of their national elections in 2026, observed by IGAD Election Observation Missions; notes the scheduled general elections in the Republic of South Sudan in December 2026 and in the Republic of Kenya in August 2027 and calls for the elections to be inclusive and transparent; 5. Welcomes the attainment of the requisite two-thirds ratification threshold for the 2023 IGAD Treaty, marking an important milestone in strengthening IGAD’s institutional and legal framework; commends the Member States that have ratified the Treaty and urges the remaining Member States to expedite and conclude their respective ratification processes; endorses the formal entry into force of the Treaty; directs the Secretariat to advance the necessary institutional, legal and administrative measures for the effective operationalisation of the Treaty; 6. Calls upon the two Member States whose instruments of ratification are outstanding to accelerate and conclude their respective ratification processes and to deposit their instruments with the Executive Secretary, and directs the Secretariat to extend any legal and technical assistance required to that end; and requests a report on progress to the next Ordinary Session of the Council; 7. Directs the Executive Secretary, in the exercise of his depositary functions, to certify the instruments deposited, to notify all Member States of the date of entry into force, to transmit certified true copies of the Treaty, to effect registration with the United Nations and communication to the African Union Commission, and to report completion of these steps to the next Ordinary Session of the Council; 8. Resolves that the operationalisation of the Treaty shall include the alignment of IGAD’s institutional architecture with relevant continental frameworks, notably the African Peace and Security Architecture (APSA) and the African Governance Architecture (AGA); and requests the Secretariat to report on progress to the next Ordinary Session of the Council; 9. Reiterates its call for an immediate and unconditional cessation of hostilities in the Republic of the Sudan, demands the protection of civilians and civilian infrastructure and safe, rapid and unimpeded humanitarian access, reaffirms that a Sudanese-led and Sudanese-owned inclusive dialogue and political process is the shortest path to durable peace, and underscores that fragmented mediation cannot substitute for a coherent peace process, calling for coordinated diplomacy aligned with that of the Quintet (AU, IGAD, UN, League of Arab States and UN) and other key partners; 10. Reaffirms the Revitalised Agreement on the Resolution of the Conflict in the Republic of South Sudan as the sole viable framework for peace and underlines that the elections remain anchored in the Agreement that created the transition; 11. Urges inclusive dialogue among the Parties and stakeholders to restore confidence and clarify a consensual pathway to elections in December 2026, which IGAD stands ready to support; and directs the IGAD Ministerial Sub-Committee on South Sudan to intensify its engagement with the Government of the Republic of South Sudan and other stakeholders and to report to the Council and commends the Summit of the C5+ that is scheduled to take place on the 16th September 2026; 12. Underscores the urgent need to mobilise sustainable and predictable financial resources for the Reconstituted Joint Monitoring and Evaluation Commission (RJMEC) and the Ceasefire and Transitional Security Arrangements Monitoring and Verification Mechanism (CTSAMVM), to enable both institutions to discharge their respective mandates effectively throughout the remainder of the Transitional Period; 13. Renews its solidarity with the Federal Government of Somalia in the fight against terrorism, commends the African Union Support and Stabilisation Mission in Somalia (AUSSOM) and troop-contributing countries and calls upon the United Nations Security Council and international partners to ensure adequate, predictable and sustainable financing for the Mission; 14. Upholds the sovereignty, unity, territorial integrity and political independence of the Federal Republic of Somalia, and commends the efforts of the Federal Government of Somalia towards advancing the country’s democratization process and its commitment to strengthening an all-inclusive and broad participatory electoral system; 15. Welcomes the completion of the national election and a successful National Dialogue in the Federal Democratic Republic of Ethiopia; and urges the full implementation of the Pretoria Agreement; 16. Emphasises that the safety and freedom of navigation in the Red Sea and Gulf of Aden constitute core regional peace, security and development priorities; directs the Secretariat, in close coordination with Member States and partners, to strengthen regional maritime governance, cooperation and coordination in response to evolving geopolitical and security dynamics, with a view to preventing and mitigating threats to the safety, security and freedom of navigation along the Red Sea corridor; and requests the Secretariat to report thereon to the next Ordinary Session of the Council; 17. Approves the convening of the High-Level Regional El Niño Preparedness Meeting in September 2026, directs Member States to activate national anticipatory action frameworks ahead of the October to December season, and calls upon humanitarian and development partners to support timely early action; 18. Expresses support for the Ethiopian Presidency of COP32, and commends Ethiopia’s efforts of enhancing environmental conservation through the Green Legacy Initiative and recognizes its regional significance in combating desertification; 19. Appeals to international partners to sustain and, where possible, restore and expand humanitarian financing to the region, and in partnership with the secretariat, to strengthen domestic and regional preparedness financing in view of the contraction of global humanitarian assistance; 20. Applauds the Republic of Djibouti, Federal Democratic Republic of Ethiopia and the Republic of Kenya, which carry no arrears of assessed contributions, and acknowledges with appreciation the payments received during the year from the Federal Democratic Republic of Ethiopia and the Republic of Djibouti; 21. Decides that Member States shall settle all outstanding arrears within one year, through quarterly payments alongside pledges for the construction of the new IGAD Headquarters building. In this regard, the Secretariat shall communicate to each Member State the amount of its outstanding arrears and pledges, together with the agreed payment schedule; 22. Confirms that the financing contracted by the Secretariat for the construction of the new IGAD Headquarters was undertaken pursuant to that authorisation and in implementation of the decisions of the Policy Organs, including the appeal of the 14th Ordinary Session of the Assembly of Heads of State and Government for an equal contribution of USD 2 million from each Member State towards the Headquarters complex; and accordingly assumes collective responsibility for the servicing and discharge of the resulting obligations, apportioned in accordance with the scale of assessed contributions; 23. Acknowledges the financial constraints confronting the Organisation, which led the 48th Ordinary Session of the Council, held in Khartoum on 30th November 2022, to commit the support of Member States for the Secretariat to mobilise the resources required to conclude the new IGAD Headquarters project from diverse sources, including bank loans; 24. Encourages the Secretariat to persist in this endeavour and to continue diversifying the Organisation’s sources of funding beyond assessed contributions and partner support; 25. Requests the Committee of Ambassadors, supported by the Budget and Planning Committee, to review compliance with the foregoing decisions on a quarterly basis, including monitoring to prevent the accumulation of new arrears, and to report to the next Ordinary Session of the Council; 26. Recognises the Policy Organs as the bedrock of the Organisation’s governance and strategic direction, and resolves to convene their meetings regularly and predictably in accordance with the IGAD Treaty to continue supporting the work of the Secretariat; 27. Validates the Rules of Procedure of the IGAD Council of Ministers and the IGAD Staff Rules and Regulations; commends the establishment of the IGAD Audit Committee and the role it will play in supporting the Secretariat to utilise the limited resources available more efficiently and effectively; directs the Secretariat to undertake all appropriate measures in this regard; and further notes the schedule of previously validated sectoral policy instruments and the consolidated list of instruments awaiting validation; 28. Reaffirms the principle of equitable geographical representation of all Member States in the staffing of the Secretariat, while maintaining competence and integrity as the paramount consideration in recruitment; and acknowledges the ongoing efforts of the Executive Secretary to redress imbalances as resources permit; 29. Endorses, in principle, the establishment of the IGAD Artificial Intelligence Centre of Excellence as a flagship initiative and lasting institutional legacy for the region, anchored in African ownership of Africa’s technological future for consideration at the next Ordinary Session of the Council and calls upon Member States to express interest in hosting the aforementioned centre to do so at the next Ordinary Session of the Council; 30. Expresses its deep appreciation and commendation to H.E. Workneh Gebeyehu, PhD, Executive Secretary of IGAD, for his distinguished leadership of the Organisation, for the comprehensive Report submitted to this Session and to the entire Secretariat Staff for their professionalism, dedication and continued delivery of the Organisation’s mandate and for upholding the spirit of unity in serving all Member States equally; 31. Conveys its appreciation to IGAD’s development and humanitarian partners for their continued support to the region and to the Secretariat, and remains seized of the matters before it; 32. Extends its profound gratitude to H.E. Abdoulkader Houssein Omar for his able stewardship of the Session, and to the Government and people of the Republic of Djibouti for the excellent arrangements made for its success.
