REQUEST FOR EXPRESSIONS OF INTEREST

(AUDIT – FIRM CONSULTANT)

ENHANCING GENDER EQUALITY IN ACCESS TO LAND RESOURCES FOR TRANSFORMATIVE CLIMATE CHANGE ADAPTATION IN THE IGAD REGION PROJECT

1. The Intergovernmental Authority on Development received funding from the Africa Climate Change Fund (ACCF) of the African Development Bank for implementation of a 2-year project focusing on enhancing gender equality in access to land resources for transformative climate change adaptation in the IGAD Region”. IGAD intends to use part of the resources for a contract for Auditing the Project.
2. It is intended that audit will be conducted within 30 working days including planning, desk review and analysis, write-up, feedback and production of the final report.
3. The Project is being implemented under the Agriculture and Environment Division (AED) of IGAD with the following objectives:
4. Strengthen IGAD’s capacity to support advocacy by women and women groups and their participation in planning & policy making for gender-transformative climate change adaptation for climate-resilient agriculture through the implementation of the African Union (AU) Declaration on Land.
5. Strengthen women’s leadership as actors of change in gender transformative climate change adaptation among vulnerable communities for replication and up-scaling in Kenya, Djibouti, and Uganda.

• Enhance capacity development of policy makers in the IGAD Region on gender mainstreaming in land use and management for increased equal access to resources that are needed for climate change adaptation and mitigation.

4. The Intergovernmental Authority on Development now invites Consultant Firms to indicate their interest in undertaking audit of the project. The Firm must be registered and have a license from a national or regional professional Accountancy Body. Firm should have relevant experience in accounting and auditing of development project/programs, especially donor-funded operations.
5. The Intergovernmental Authority on Development (IGAD) invites Consulting Audit Firms to indicate their interest in providing the above-described services. Interested Firms must provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, availability of appropriate skills among staff, ).
6. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy for Bank Group Funded Operations, dated October 2015. Please, note that interest expressed by a consultant firms does not imply any obligation on the part of IGAD to include it in the shortlist.
7. Interested Consultants may obtain further information, including the terms of reference, at the address below during IGAD’s working hours: 07:30 to 14:30 hours GMT.
