  1. IGAD Climate Prediction and Applications Centre (ICPAC) has received financing from the GIZ towards the cost of Human Mobility in the Context of Disasters and Climate Change in the IGAD Region (MoDiaC) Project and intends to apply part of the proceeds for consulting services.
  2. The consulting services (“Services”) include Supporting ICPAC in Consulting Services to Assist ICPAC with Displacement Data Modeling. The assignment is expected to take a period of six (6) calendar months from the date of contract commencement.

  4. IGAD Climate Prediction and Applications Centre (ICPAC) (the “Client”) through the Project Implementation Unit (PIU) of MoDiaC Project now invites eligible Individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Interested individuals must provide information indicating that they are qualified to perform the Services. (attach detailed curriculum vitae (CV), copies of documentary evidence of academic qualifications, professional qualifications, and registration/licensing with professional bodies (as applicable). The shortlisting criteria are:

Required Qualifications & Experience

Education:

  • Master’s or PhD in Data Science, Spatial Modelling, Climate Science, Environmental Studies, Migration Studies, or a related field.
  • At least 7 years of experience in environmental system modeling, data analysis related to displacement and migration, climate-related hazard monitoring, forecasting, and disaster displacement risk assessment
  • Strong knowledge of human mobility, anticipatory action, and climate change-related aspects.
  • Proven experience in displacement risk assessment, climate migration modeling, or early warning systems development.

Required Experience:   

  • Strong knowledge of statistical modeling, predictive analytics, and machine learning techniques for human mobility forecasting.
  • Extensive experience in developing and applying disaster displacement risk models.
  • Experience working with geospatial data, climate models, and socio-economic datasets.
  • Proficiency in programming languages for data modeling and analysis such as Python, R, or MATLAB.
  • Extensive experience with GIS systems (e.g., QGIS, ArcGIS) and remote sensing tools for spatial analysis.
  • Experience in interacting with OGC geospatial frameworks, open data standards, and data interoperability techniques.
  • Ability to translate complex model outputs into decision-support tools for policymakers.
  • Knowledge of early warning systems, disaster risk reduction (DRR), disaster displacement, and anticipatory action frameworks
  1. The attention of interested Consultants is drawn to the IGAD Procurement Manual Revised on 20th May 2021.
  2. A Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations.

  4. Expressions of interest (EOIs) MUST be submitted via email by 16 February 2025 at 17:00 HRS EAT. Please quote the Assignment Title and Contract Number in the subject line of the email. For this assignment, the subject line should read: “Consulting Services to Assist ICPAC with Displacement Data Modeling”.
