Consultancy to Develop a CEWARN Regional Strategy Framework for Integrating Climate Security into National Peace and Security Policies


  1. Background

Climate change, is a global phenomenon that has highly impacted on the IGAD region in a number of ways and has greatly impeded progress on the social economic transformation and integration of the communities and member states at large. While member states are engaged in their respective development agendas and strategies including regional peace, integration and development, a number of these efforts are being undermined by the negative impacts associated with climate change both at national and transboundary/ regional level.  A lot has been done in the region in terms understanding climate change interrelationships with security or impeded development, including scientific studies and the development of early warning tools. However, a lot more remains to be done in terms of policy approaches and paradigms if sustainable climate change resilience and positive adaptation is to be achieved among the vulnerable communities. Bringing together climate change interventions, with developmental agendas and policies will go a long way in ensuring that national and regional plans remain sensitive to the impacts of climate change in a proactive rather than interventional manner.

  1. Objective

Against this background, and in line with its established mandate of early warning and response, CEWARN is desirous to support member states to integrate climate change into peace and security policies as part of its climate change strategic and policy responses leveraging on its earlier studies and early warning tools developments.

  1. Specific Objectives and Scope
  • Conduct a desk review of existing MS peace policies and local ordinances or by-laws including those under development of 4 IGAD member states including Ethiopia, Kenya, South Sudan and Uganda with the aim of identifying climate -security interventional gaps.
  • Identify mechanisms of integrating climate security interventions into the peace policies in a manner that promotes sustainable, proactive action and resilience.
  • Propose a 4-year strategic plan and budget for integrating climate security into existing peace policies and local by-laws of 4 member states including; Ethiopia; Kenya; South Sudan and Uganda.
  • Present the findings and draft project strategic plan for co creation at a 3-day in house (CEWARN and CEWERUs) technical workshop, and at a TCEWR and CPS meeting for endorsement.
  1. Deliverables

The consultant shall be responsible for the following deliverables;

  1. A documentation of member states peace and security policies highlighting climate security sensitivity and interventional gaps.
  2. A 4-year project strategy document on integrating climate security into peace policies and by-laws.
  3. Final project strategy document to be presented at the TCEWR and CPS meeting.

5. Qualification and Experience

  • The selected consultant should possess a minimum of Master’s Degree from a humanities discipline.
  • Should have had more than 5 years working experience undertaking similar tasks.
  • Should possess rich experience developing programme and strategy documents.
  • Expertise in communication and advocacy and writing policy documents.
  • Experience working in the region will be an added advantage.
  1. Timing and Reporting

The assignment shall be effective upon signing of the agreement by the successful candidate and shall run for a period of 40 working days as follows;

The facilitator shall be engaged for 10 days as follows;

  • Desk reviews 14 days.
  • Developing programme strategy document 14 days.
  • Presenting the documents at the 2 workshops 1 technical and 1 policy level 6 days.
  • Finalizing the document with inputs 6 days.
  1. The IGAD Conflict Early Warning and Response Mechanism therefore invites qualified individual consultants to express their interest in providing these services.
  2. Eligibility and selection procedure shall be in accordance with the IGAD Procurement “Rules and Procedures.
  3. The assignment will be carried out over a period of 40 days upon signing the contract.
  4. The Expression of Interest and proposals shall be evaluated based on the following criteria.

1.   Technical Approach and Methodology 40
2.   Demonstrated relevant experience in the subject matter 30
3.   Clear Understanding of the Terms of Reference. 15
4.   Work Plan and Timeline. 15
Total 100

 Language; All applications shall be made in English.

The proposal shall be evaluated on an 80-20 basis, with technical and financial components weighted accordingly.
