1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this Project that appeared on the African Development Bank’s Website and in the United Nations Development Business online (UNDB online) of date 07 March 2023, (www.afdb.org).
2. The Intergovernmental Authority on Development (IGAD) has received financing from the African Development Bank (AfDB) Group toward the cost of the Horn of Africa Digital Market Integration (HDMI) Project, Phase 1, and intends to apply part of the agreed amount for this grant to payments under the contract for Supply of Motor Vehicles for La Poste de Djibouti. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
3. The Intergovernmental Authority on Development (IGAD) now invites sealed Bids from eligible Bidders for Supply of Motor Vehicles for La Poste de Djibouti, the vehicles are categorised as follows: (Utility Van (Quantity, two (2)), Mini Van (Quantity, one (1)), Four Wheel Electric Car (Quantity, two (2)) The place for delivery, shall be IGAD – Offices in Djibouti, delivery period shall be after 60 days of signing the contract.
4. Bidding will be conducted through the Open Competitive Bidding (International), (OCBI) method as specified in the Bank’s Procurement Framework dated October 14, 2015, which is available on the Bank’s website at http://www.afdb.org, and is open to all eligible bidders as defined in the Procurement Framework.

6. The bidding document in ENGLISH may be secured/downloaded from IGAD website by interested eligible Bidders i.e www.igad.int -> work with us-> bids/tenders.
7. Bids must be delivered to the address below on or before Wednesday, 11 December 2024 at 12:00, GMT+3. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below.
8. All Bids must be accompanied by a Bid Security in the form of a Bank Guarantee enforceable in the local registered banks, and in the format provided in the Bidding Document. The amount of the Bid Security is USD 6,600 (USD Six thousand, six hundred).
9. The Procurement Framework requires the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
