Assignment Title: Consultancy to map existing pro-pastoral policies and strategies, laws and regulatory frameworks
IGAD Centre for Pastoral Areas and Livestock Development (ICPALD) is partner in implementation of the Food and Agriculture Organization of the United Nations (FAO) and the European Union (EU) programme designed to strengthen the resilience of pastoralists in Eastern Africa. The initiative, named “Pastoralism and Livestock Adaptation to Climate Change in Eastern Africa Programme (PLACE),” is designed to address the hallenges in developing sustainable, climate-resilient pastoral systems across the environmental, economic and social dimensions of pastoralism in the face of a rapidly changing climate. The project will be implemented in four cross-border cluster areas; Bahr el-Arab, Karamoja, Mandera and Mara-Serengeti Clusters, covering seven countries; viz, Ethiopia, Kenya, Somalia, South Sudan, Sudan (the), United Republic of Tanzania, and Uganda.One of the task identified during this inception phase is that to document the existing pro-pastoral policies and strategies, their status of implementation including responsibilities and functionality of regional and national associations/ networks in the IGAD region. The documented policies and strategies will inform project implementation, and inform complimentary initiatives.
Overall objective of the Assignment
The purpose of the technical service is to map and document the existing pro-pastoral policies and strategies, their status of implementation including responsibilities and functionality of regional and national associations / networks in the IGAD region. The documented policies and strategies will be disseminated to create awareness and inform complimentary support initiatives, in particular the EU-funded PLACE Africa programme.

The Selection shall be by IGAD Procurement Procedures. The IGAD now invites eligible Individual Consultants to indicate their interest in providing the subject consultancy services. Interested qualified applicants should send letters Expressing their Interests, updated Curriculum Vitae, and Copies of academic and work experiences.
Qualifications, Competence, Skills and Knowledge
Academic Qualifications
Master’s degree or above in policy analysis, resource economics, dryland development, or a related field from a recognized university.
Work Experience and Competencies At least 10 year past experience in policy analysis, preparation and documentation;
- At least five-year experience in Pastoralism in Arid and semi-arid lands (ASALs) in the context of pastoral and agro-pastoral livelihood systems;
- Experience with Microsoft Office, including Word, Excel, PowerPoint, and Outlook; and other qualitative data analysis tools
- At least two similar assignment delivered in the past has to be presented for sample Other Experience/ Knowledge / Abilities Experience working in multiple countries in the region through a regional and
international organization (s) is desirable;
- Strong interpersonal skills and ability to deal with technical and people management challenges;
- Verbal and written communication skills in English. French will be an added advantage.
Selection criteria
selection criteria are relevant education background; relevant work experience (as described above); good track record in delivering similar assignments; experience working in the IGAD region; relevant publications on climate change , among others
