IGAD Regional Infrastructure Master Plan - Annexes

The main thrust of the project, in terms of the energy sector, is therefore to promote transmission interconnections between the member countries in the IGAD region. The received wisdom is that such interconnections have multiple benefits.

These benefits are elaborated in a subsequent sub-section but can briefly be summarised as: i) developing the region’s energy resources on an economic least-cost basis, and thus at optimum economic efficiency; ii) sharing reserve capacity and ancillary services such as reactive power and voltage control, black start capability, system balancing, etc., iii) promoting dialogue and cooperation between neighbouring countries, etc. In practice, the full range of benefits has been difficult to realise in developing countries.
