1. The IGAD Center for Pastoral Areas and Livestock Development (ICPALD) has received grant financing from the African Development Bank hereinafter called the Bank toward the cost of the Entrepreneurship and Innovation Development for Fragility Reduction (EIDFR) project and intends to apply part of the proceeds toward payments under the contract for Supply, Installation of a Standard Prefab and Supply of Assorted Equipment’s. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

2. The IGAD Center for Pastoral Areas and Livestock Development (ICPALD) now invites sealed Bids from eligible Bidders for Supply, Installation of Three (3) 20ft Standard Prefab and Supply of Assorted Equipment’s to be delivered in University of Juba, Republic of South Sudan.

3. Bidding will be conducted through the Open Competitive Bidding (International), (OCBI) method as specified in the Bank’s Procurement Framework (October 2015), Standard Bidding Document for Procurement of Goods (One-Envelope Bidding
Process – August 2021) and is open to all eligible bidders as defined in the Procurement Framework.

4. Interested eligible Bidders may obtain further information from IGAD Center for Pastoral Areas and Livestock Development (ICPALD) icpald@igad.int and cc asbel.rutto@igad.int during office hours 0800hrs -to 1700hrs EAT within the bidding
period.

5. The bidding document in English may be accessed by interested eligible Bidders on the IGAD Website https://igad.int/tenders/ from August 10th, 2024, to September 15, 2024.

6. Bids must be delivered to the address below on or before September 15, 2024. 1200Hrs EAT Electronic Bidding WILL NOT be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below, Bids Opening will be September 15, 2024. 1200Hrs EAT at the address mentioned below.

8. Attention is drawn to the procurement framework requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
