The IGAD Land Governance Program was launched in 2015 at a project level, as a joint initiative of the Africa Land Policy Centre (LPC) and IGAD Secretariat, within the Agriculture and Environment Division and thereafter the Land Governance Unit was established to increase Member States’ capacity to address land-related challenges.
IGAD member countries acknowledge the pivotal role land governance plays in achieving development objectives related to socio-economic development, agricultural transformation, food security, sustainable natural resources management, investment, disaster risk reduction, conflict prevention and management, climate change, and infrastructure development. In particular, tenure insecurity, insufficient land use and management capacity, and limited planning and enforcement capacity are hindering efforts to promote sustainable land-based investments and sustainable land and natural resources use and management.

About the Programme
Objectives/ Goals
The Land Governance Programme is aiming to increase IGAD member countries capacity for sustainable land governance, through facilitating implementation of the AU Declaration on Land Issues and Challenges in accordance with the Framework and Guidelines on Land Policy in Africa, in order to facilitate access to land and security of land rights for all land users in the IGAD region, especially vulnerable groups such as pastoralists, women and youth
Its main objectives are:
- adapt and adopt region-specific land administration models to inform policy and increase capacity for inclusive land administration
- enable sustainable development through a strategic gender sensitive approach to land use and management
- increase IGAD capacity to plan and manage land economy
- reduce barriers and enhance protection of women’s right to land in the public and private sphere
Mandate
To advance IGAD’s mission in agriculture and environment by supporting Member States in reducing poverty and achieving food security, through regional cooperation for mutual benefit, sustainable use of natural resources, and sound environmental management for sustainable development.”
