Assignment Title: Feasibility Study for Groundwater Development and Management in the Merti Aquifer.
Reference No: DJ-IGAD-175573-CS-QCBS.
The Intergovernmental Authority on Development (IGAD) has received financing in the amount of US$ 2.7 Million equivalent from the World Bank toward the cost of the Horn of Africa- Groundwater Initiative Project (HOA-GWI), and it intends to apply part of the proceeds to payments for consulting services.
The consulting services (“the Services”) include feasibility study on the Merti Aquifer (between Kenya and Somalia) to complement the knowledge, set up guidelines for groundwater exploration, management and protection and provide detailed plans to develop water related infrastructure for socio-economic development including preliminary cost estimates and an assessment of the associated environmental and social safeguards risks and mitigation measures. The Merti is a transboundary aquifer (TBA) between Kenya and Somalia. Water infrastructure developments in shared aquifers provide a huge potential in promoting cooperation among the shared water resource users.

The Intergovernmental Authority on Development (IGAD) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
The firm should submit the following documents with the Expression of interest:
- The all the documents demonstrated the firm’s experience in groundwater resources assessment, development and management project in the last ten years including in the HoA region.
- Organizational chart indicating management structure and team membership.
- Information of the firm and experts who would be associated with the assignment (no need to provide CVs). Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (Version January 2011; Revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. The nature of association, whether it is a joint venture or a sub consultancy, should clearly be stated. In case of joint venture, the firm leading the joint venture should be identified. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
