BACKGROUND

The Inter-Governmental Authority on Development (IGAD) has received a grant from the NEPAD-NPCA under the Programme for Infrastructure Development in Africa (PIDA) Capacity Building Project (CAP) Work Plan 2016 (chiefly referred to as ‘PIDA CAP 2016’). Part of the grant is intended to finance the Consultancy Services for the Transport Facilitation Study of the Nairobi-Addis Ababa-Khartoum-Wadi Harfa Highway.

OBJECTIVES OF THE ASSIGNMENT

The overall objective of the study is to develop a draft bilateral agreement, legal and regulatory framework, and institutional structures for the establishment and operation of potential One Stop Border Posts on the Corridor.

SCOPE OF SERVICES

The scope of services included under this project among others are:

  1. Analysis of both national and regional policies governing cross border trade in goods, services and movement of persons along the Nairobi-Addis Ababa-Khartoum-Wadi Harfa Highway;
  2. Analysis of both national and regional level legal and regulatory frameworks and how these impinge on cross-border trade in goods, services and movement of persons along the highway;
  3. Assess and review the current processes, procedures, work ethics and timeliness of service delivery at the border points along the Nairobi-Addis Ababa-Khartoum-Wadi Harfa Highway and make recommendations of how to improve cross-border trade and transport;
  4. Based on the findings of the review and assessment,

(i)      prepare a draft bilateral agreement covering common control area, border post facilities, co-ordination between partner countries and complaints framework;

(ii)   develop policies, legal and regulatory framework including structure of institutional arrangements and other issues for operation of potential OSBPs along the highway;

(iii) propose a suitable governance structure including stakeholders’ Committees (as necessary and agreed by governments) containing provision for establishment and membership, committee officers, organization, financing, settlement of disputes, interpretation, entry into force and amendments; and

(iv)  Propose suitable procedures, formats, ICT applications to the Bilateral Agreements and legal frameworks and institutional structures for smooth operations of the potential OSBPs along the highway.

  1. Undertake a stakeholder’s workshop to validate the study’s findings, proposals and report.

CONSULTANT’s QUALIFICATIONS AND EXPERIENCE

IGAD now invites eligible Individual Consultants with the requisite experience to indicate their interest in providing the services. The Consultant must have a Master’s Degree or above in Economics, Trade, Transport or related social science fields with a minimum of 10 years of professional experience. The Consultant must be conversant with trade and transport facilitation studies; customs and border operations; and working experience in developing countries.

SHORTLISTING CRITERIA

Interested Consultants must provide information on their qualifications and experience demonstrating their ability to undertake this assignment (documents, reference to similar services, experience in similar assignments, etc.) with bias in:

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” [May 2008 edition and revised in July 2012], which is available on the Bank’s website at https://www.afdb.org. Borrowers are under no obligation to shortlist any Consulting firm who expresses interest.

A shortlist of three to six individual consultants will be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
