March 20, 2025 (Djibouti, Djibouti) – The Intergovernmental Authority on Development (IGAD), in collaboration with the African Union Commission (AUC) and Academia2063, organised a two-day regional training on CAADP (Comprehensive Africa Agriculture Development Program) Biennial Review (BR) tools and data collection in Djibouti City, Djibouti. The training, held under the Food Systems Resilience Program (FSRP), aimed to strengthen the technical capacity of IGAD Member States in data management and reporting for tracking progress under the Commitments of the Malabo CAADP Declaration.
Food insecurity remains a critical challenge in the IGAD region, with over 62 million people classified as food insecure. The CAADP, seeks to enhance agricultural productivity, food security, and economic growth. The CAADP Biennial Review process serves as a mutual accountability mechanism for tracking progress towards these goals. However, findings from the 4th Biennial Review Report, launched in March 2024, indicated that IGAD Member States were not on track in achieving their CAADP commitments, underscoring the need for improved data collection and reporting.
To address these challenges, the training focused on building the technical skills of Member States to effectively utilise the updated CAADP BR reporting tools launched by the African Union in February 2025. Participants engaged in interactive sessions, including Q&A discussions on the electronic Biennial Review system, group discussions on data collection, validation, and submission processes, and the development of a regional roadmap for the 5th Biennial Review cycle in 2025.
During the discussions, experts highlighted the importance of high-quality data in shaping national agricultural policies and investment plans. The training provided an opportunity for Member States to share experiences, identify key challenges, and develop solutions to improve their CAADP reporting mechanisms.
The closing session reaffirmed IGAD’s commitment to supporting its Member States in achieving their CAADP targets. Strengthening data systems and enhancing reporting capacity are essential steps towards more effective agricultural planning, improved food security, and sustainable economic growth in the IGAD region.
