Country background

The Intergovernmental Authority on Drought and Development (IGADD) was established in 1986 in an effort to curb the human insecurities faced by the Member States.  Political instability and underdevelopment necessitated the need to restructure it to the Intergovernmental Authority on Development (IGAD) in the year 1996. IGAD is one of the Regional Economic Communities (RECs) recognized by the African Union consisting of eight Member States (MSs). The MSs are Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, Sudan, and Uganda. IGAD strives to be the premium REC for achieving peace and security, as well as sustainable development through promoting regional cooperation and integration, and enhancing Member States’ capacities. 

Proximity of the Horn of Africa to the Middle East conflict epicenter, regional state instability, institutional and social vulnerabilities and the Somali state crisis have transformed the IGAD region into a favorable ground for terrorism and other common transnational security threats (TSTs).  Following the need for a regional approach to prevent and counter terrorism, the IGAD Capacity Building Program Against Terrorism (ICPAT) was launched in June 2006 under the Peace and Security Division to implement the IGAD plan focusing on five components namely: 1) Enhancing Judicial capacity 2) Optimizing Interdepartmental cooperation 3) Enhancing border control management 4) Providing training, sharing information and best practices 5) Promoting strategic cooperation.  

IGAD’s Peace and Security structure has evolved particularly after the 2010 strategy, which promoted a comprehensive approach in alignment with the African Union (AU) Peace and Security Architecture (APSA). Pursuant to the adoption of the IGAD Peace and Security Strategy by the 42nd Council of Ministers ordinary session on July 2012 with the concurrence of the Member States, IGAD has sought to restructure ICPAT to enable it meet the challenges posed by an environment exhibiting a convergence of various security threats. IGAD, therefore, established its Security Sector Program (IGAD-SSP), absorbing the best practices from ICPAT while at the same time addressing regional security matters in a holistic manner.  Accordingly, IGAD-SSP was launched in October 2011.  IGAD-SSP has four pillars; counter terrorism, transnational organized crime, maritime security, and security institutions capacity building.  The objectives of IGAD-SSP:

Objective of the Consultancy:

The assignment will cover all activities carried out since the year 2006 till present in terms of the capacity of the database.  This is incorporating all areas of operations of ICPAT and then IGAD SSP.  In addition, the feature of the database should consider the possibility of upgrading it to an online version. 


Masters Degree in Software Engineering, Computer Science, or related discipline preferred.  Experts with university degree and equivalent relevant professional experience may be considered. 

General professional experience


Minimum 10 years of work experience in software development or related profession.>

Specific professional experience

At least 5 years of work experience in developing applications, database systems in a multi-cultural organizations preferably in regional organizations dealing with such areas of the peace and security sector. On hand experience of previously developing database system of such nature would be an added value

Duration: 3 months including installation and training from this date
