26-11-2018, Entebbe, Uganda: The Intergovernmental Authority on Development Security Sector Program (IGAD SSP) will from November 26-29 November 2018 hold a joint meeting with senior participants from security agencies, Foreign Affairs ministries, Immigration and other related offices within the IGAD Member States to revitalize, devise modalities and chart ways forward on how to instrumentalize the Regional Task Force recommendations of 2014 and recognize the ongoing efforts towards the realization of the regional cooperation and coordination platform on transnational security threats in Entebbe, Uganda.
The expectations from the 4-day forum is to draft a Protocol/Agreement on the establishment of the regional Criminal Investigation Services (CIS) and/or the platform roadmap providing a plan of action towards its implementation through coordination and information sharing against Trans Security Threats (TSTs).
During the 4 day meeting, the team will also revisit the findings and recommendations of the Task Force report; review draft report on the assessment of national criminal information system (NCIS) – Ethiopia, Kenya and Uganda as well as share regional and international instruments of the AU, UN and IGAD on cooperation, coordination and share information on mechanisms on Trans Security Threats (TSTs).
The discussions will also include how IGAD can strengthen regional cooperation, coordination and information sharing as well as give the status on its conventions on mutual legal assistance and extradition and revitalized efforts towards ratification of the treaties.
Through plenary discussions, good practices and lessons learned of selected existing regional and international platforms such as; WAPIS, CARICC, Interpol, Europol, Afripol, CISSA and ACSRT will be considered with different representatives from the different institutions highlighting the process of the establishment, legal frameworks, mandates and services, methods of information sharing, policies and procedures, organizational staffing, success stories/good practices and challenges.
About Regional Task Force
In 2014, IGAD SSP established a Regional Task Force (TF) composed of senior security officials from all Member States (MSs) guided by a consultant. The TF was established and commissioned in line with the decision of the Khartoum forum of experts on December 2013.
IGAD SSP has continued to promote and realize the recommendations of the Task Force and was commissioned the review of national criminal information systems (NCIS) of MSs in view of assessing the technical feasibility of establishing regional criminal information system.
