22-11-2017, Djibouti (Djibouti): The Executive Secretary of the Intergovernmental Authority on Development (IGAD), Amb (Eng) Mahboub Maalim, yesterday received the incoming Chairman of the Ceasefire and Transitional Security Arrangement Monitoring Mechanism (CTSAMM) in South Sudan, Major General Ibrahim Abduljelili Mohamedzen at the Secretariat of the regional organisation in Djibouti.
The incoming Chair was accompanied by the outgoing Chair of the CTSAMM, Major General Molla Hailemariam, to meet with an IGAD team composed of the IGAD Special Envoy for South Sudan, Amb Dr Ismael Wais, IGAD Special Envoy for Somalia, Amb Dr Mohamed Ali Guyo, and other senior staff.
Amb Maalim welcomed his guests to IGAD Secretariat and assured the incoming Chair of the CTSAMM of his support. He praised the outgoing Chair for his achievements during challenging times where the monitoring mecahnism in South Sudan was transitioning from the IGAD Monitoring and Verification Mission (MVM) to the CTSAMM.
CTSAMM is an IGAD monitoring mechanism in The Republic of South Sudan which was established as per the Agreement for the Resolution of the Conflict in The Republic of South Sudan (ARCSS) signed in August 2015.
CTSAMM is the successor of the IGAD Monitoring and Verification Mission (MVM) which was established soon after the conflict erupted in the country and ran until the signing of the ARCSS.
MVM played a vital role in monitoring the ceasefire and cessation of hostilities to inform the IGAD mediators during the mediation process. CTSAMM has been monitoring the Ceasefire and Transitional Security Arrangements specified in the ARCSS to inform the Joint Monitoring and Evaluation Commission (JMEC) established by the ARCSS to oversee the implementation of the Agreement.
