Evidence Generation and Learning Initiative

The Intergovernmental Authority on Development (IGAD) and the Government of Japan have established a strong partnership in advancing peace, stability, and human security across the Horn of Africa. Building on Japan’s long-standing support for women’s empowerment, resilience, and inclusive development, this initiative contributes to the implementation of IGAD’s Regional Action Plan on Women, Peace and Security (WPS) and the Youth, Peace and Security (YPS) agenda.

The Intergovernmental Authority on Development (IGAD) recognizes the essential role that women and youth play in building sustainable peace and security across the Horn of Africa. The Women, Peace and Security (WPS) and Youth, Peace and Security (YPS) frameworks, as enshrined in United Nations Security Council Resolutions (UNSCRs) 1325, 1820, 1888, 1889, 2122, and 2250, call for meaningful participation, protection, prevention, and relief in conflict-affected communities. These frameworks emphasize the need for women and youth to be recognized as critical actors in peacebuilding, conflict resolution, and community stabilization efforts.

IGAD region has a variety of research papers, articles, documentaries, and stories from youth and women peace actors documenting peace initiatives in the region. While these submissions contain valuable insights, there are variations in format, quality, and alignment with WPS/YPS indicators. To enhance their utility and impact, it is necessary to bring together the contributors to refine, standardize, and validate their work.

The IGAD WPS–YPS Evidence Hub provides a digital platform for consolidating this knowledge, making it accessible to Member States, development partners, and other stakeholders for evidence-based programming, policy development, and advocacy.
