IGAD DROUGHT DISASTER PLATFORM COMMUNIQUÉ OF THE 8TH IDDRSI PLATFORM GENERAL ASSEMBLY

Consolidating the Path to Resilience and Sustainability: Scaling up Humanitarian Actions and Resilience Investments.
The partners of the IGAD Drought Disaster Resilience and Sustainability Initiative (IDDRSI) – the IGAD Member States (Djibouti, Ethiopia, Kenya, Somalia, South Sudan, Sudan and Uganda), Development Partners (Sweden, USAID, EU), UN Agencies (FAO, UNOCHA, UN Women, UNDP, UNICEF), Non-State Actors and the IGAD Secretariat, held the 8th meeting of the IDDRSI Platform General Assembly on 22nd July 2022 in Addis Ababa, Ethiopia with an option for online participation. The theme of the meeting was Consolidating the Path to Resilience and Sustainability: Scaling up humanitarian actions and resilience investments.
The meeting was opened and chaired by Dr Fikru Regassa, the State Minister of Agriculture of the Federal Democratic Republic of Ethiopia; and was attended by Dr Fatima Rahma, Director General, International Relations Directorate, representing H.E. Dr Abu Bakr Omer Elbushra, Minister of Agriculture and Forests of the Republic of Sudan; H.E. Mohamed Adam Mo’alim Ali, Minister of Livestock, Forestry and Range; Federal Republic of Somalia; Hon. Abdul Bahari Jilo, Chief Administrative Secretary (Deputy Minister); representing Prof. Margaret Kobia, PhD, EGH; Cabinet Secretary of Public Service, Gender, Senior Citizens Affairs and Special Programmes, the Republic of Kenya; Mr Joseph Africano Bartel, Under Secretary, Ministry of Environment & Forestry; representing H.E. Ms Josephine Napwon Cosmos; Minister of Environment and Forestry; the Republic of South Sudan; Mr Tabarek Mohamed, Technical Advisor to the Minister, representing; Hon. Mohamed Ahmed Awaleh; Minister of Agriculture, Water, Fishery and Livestock, in charge of Marine Resources, the Republic of Djibouti; Ms Pamela Komujuni, Senior Disaster Management Officer, Office of the Prime Minister, representing Hon. Esther Anyakun; Minister of State for Relief, Disaster Preparedness and Refugees; the Republic of Uganda and Mr Awira Anthony, Director, Planning, Coordination, and Partnerships Division, representing H.E. Dr Workneh Gebeyehu, Executive Secretary of IGAD and Chairman of the IDDRSI Platform Steering Committee.
Recognising that the region is undergoing the worst drought in over four decades and the ravages of floods since 2019; and noting the compounding factors such as political and economic instability at the global and regional level;
Recognising the need to rally together and do things differently and innovatively to respond to the persisting humanitarian emergency in the IGAD region, while maintaining the momentum of resilience investments to sustainably address the effects of multiple hazards and the underlying vulnerabilities induced by climate change and international economic and political dynamics and Covid-19;
Further recognising that IDDRSI still remains one of the most relevant multi-stakeholder, multi-sectoral initiatives for enhancing resilience and achieving sustainable development in all IGAD Member States;
Appreciating the collaboration, coordination and partnership between Member States and Development Partners in implementing humanitarian actions and resilience investments and acknowledging the progress made in pursuit of the IDDRSI goals;
Acknowledging the 14-point Communique of the Ministerial Meeting on Drought, held in Nairobi, Kenya, on 13th May 2022;
Guided by the 17-point Communique of the 39th Extraordinary Assembly of the Heads of States and Governments of the IGAD region, held in Nairobi, Kenya on 5th July 2022;
We, the Ministers, Government representatives, Development Partners and other stakeholders present, do hereby adopt the following communiqué to:
| 1. Appeal to the Member States, Humanitarian Actors and Development Partners to mobilise resources to scale up humanitarian responses to address the persisting food insecurity; in this regard, take extra measures to assess and manage the impacts of the ongoing drought on gender inequalities; |
| 2. Call on the IGAD Secretariat, Member States and Development Partners to expand the scope and scale of regional, climate-smart resilience investments; and further emphasise the need for effective partnership, cooperation and coordination among all stakeholders in this regard; |
| 3. Urge the IGAD Secretariat and the Member States to mobilise resources for sustainable large-scale surface and ground water-based development that would bring a meaningful impact and direct economic and social benefits for youth, women and resource-poor households; |
| 4. Urge the IDDRSI Platform members to support the effective implementation of the IGAD Protocol on Transhumance to regulate cross-border pastoralist mobility to avoid conflict;
5. Call on the IGAD Secretariat and the Member States to strengthen capacities for anticipatory early action by developing regional early action frameworks and protocols at national and local levels; |
