Request for Expression of Interest (REOI)- Individual Consultant for Research Papers in Gender dynamics in preventing and countering violent extremism

Background

The IGAD Centre of Excellence for Preventing and Countering Violent Extremism (ICEPCVE) is pleased to announce the call for submission of research papers in Gender dynamics in preventing and countering violent extremism. Violent extremism is considered a gendered activity and gendered perspectives are acknowledged in preventing and countering violent extremism. Designing, developing and implementing P/CVE strategies, policies and programs in the Horn and East Africa region requires an ongoing critical analysis of the differences and gaps between females and males, and the resultant impact of gender on the effective implementation of P/CVE work. 

ICEPCVE is calling for research papers with an emphasis on a critical analysis of existing P/CVE policies, strategies and programs as well as investigating how gender dynamics impact in disengagement, de-radicalization and reintegration programs in the region. The research on gender in P/CVE should also highlight the role of communities and families in peace and security. The research is expected to increase understanding and evidence on the existing gender dynamics in P/CVE in order to provide concrete, innovative recommendations to policy makers and/or PVE-practitioners in the IGAD-region in advocating for specific consideration of the role of women and girls in P/CVE.

The focus for this gender category of papers will be, but not limited to:

· Using a gender perspective for PCVE-approaches in the security sector.

· Preventing and countering violent extremism through women’s empowerment and collaboration with civil society.

· Gendered dynamics of violent extremism in the Horn and East Africa, including gender analysis of violent extremist recruitment and mobilization.

· Relationship between gender roles/norms and violent extremism

· Conflict and gender analysis on P/CVE during COVID-19 

GUIDELINES FOR SUBMISSION OF ABSTRACTS FOR BOTH CATEGORIES

Abstract should be submitted in 11-point Times New Roman font with 1.5 line spacing, and should have a maximum 500-word count excluding references, and contain at least 5 keywords.

QUALIFICATIONS REQUIRED

The consultant is required to have the following qualifications and skills;

1. Expertise conducting research in gender with over 5 years’ experience working with Women in Peace and Security or conflict analysis in the region.

2. Knowledge and experience in Women, Peace and Security, policy advocacy and lobbying, and movement building in the peace and security sector, a clear understanding of UNSCR 1325 and 2242.

3. Analytical skills and the ability to condense a wide range of content from various sources.

4. At least a Master’s degree in Gender and Peace Conflict studies, international relations, international development, gender, sociology or other relevant fields.

5. Good interpersonal and communication skills.

6. Flexibility to adjust working hours to actual workload as requested by ICEPCVE in Djibouti.

7. Excellent writing skills (English) evidenced by excerpts/copies from previous studies/analyses conducted and ability to conceptualize PCVE issues is mandatory.

8. Ability to work efficiently and deliver on committed outputs under the assignment within the agreed timelines.

The consultancy firms should submit their Expression of Interest (EOI) to: procurement@igad.int and copy icepcve@igad.int not later than Wednesday 31st March , 2021 at 2:30 pm EAT (GMT+3). The Subject of the email should read Expression of Interest for research in Gender dynamics in preventing and countering violent extremism.
