INDIVIDUAL CONSULTANT FOR THE PROVISION OF CONSULTANCY SERVICE TO UNDERTAKE REGIONAL DYNAMIC ANALYSIS:
BACKGROUND
The IGAD region stretches over an area of 5.2 million km2 that comprises the countries of Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, Sudan and Uganda. The region has about 6960 Km of coastline with the Indian Ocean, Gulf of Aden, Gulf of Toudjoura and the Red Sea.
The Inter-Governmental Authority on Development (IGAD) is a body currently comprising member states i.e Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, Sudan and Uganda. It is established to promote regional cooperation and integration to add value to Member States’ efforts in achieving Peace, Security and Prosperity.
Believing in a common development agenda anchored in shared challenges and opportunities, the leaders of the MSs decided to establish IGAD to advance their cooperation towards achieving peace and prosperity in the Horn of Africa region. IGAD, as the premier development organization in the Horn of Africa stands to promote the resilience of the region through regional cooperation and integration, peace and security and agricultural development and environment protection in partnership with the Member States and development partners including multi-lateral and bilateral partnerships as well as civil society organizations (CSOs) (State of the region report).
IGAD-Peace and Security Division has secured and ascertained funds from APSA (iv) to be utilised to undertake a study/analysis on Regional Dynamics, and thus invites interested and qualified candidates/experts to tender in their proposal
THE OJECTIVES OF THE ASSINGMENT
The overall objective is to conduct a 60 day Regional dynamics spread into 3 months.
With regard to the peace processes, IGAD has been mediating the South Sudan peace process and also engaged in Somalia for several years. Some of the countries in the region would need to be supported in the implementation of peace agreements in a post conflict situation once agreements have been singed and countries enter the phase of implementation. The dynamic analysis would also help to understand how the countries are moving to a more stable environment or what challenges they may be facing.
QUALIFICATION AND EXPERIENCE REQUIREMENT
The expert is expected to have more than ten years of expertise in working or writing on the Horn of Africa issues.
The expert must have
Master’s Degree and above in International Relations or related fields
Experience of working internationally, across different countries and cultures
Excellent analytical skills
Ability to take the initiative and be innovative with suggestions and recommendations.
Assignment Duration & Reporting
It is expected that the assignment shall be conducted within 60 days distributed over three months.
DURATION OF THE ASSINGMENT
The assignment should be undertaken within Sixty (60) Calendar days executed in three (3) Months.
