July 29, 2018: The European Union (EU) and Inter Governmental Authority on Development (IGAD) today signed a One Million Three Hundred Thousand Euros Grant Agreement to support Inclusive State Formation, National Reconciliation and Political Dialogue in Somalia.
27th March 2018 Dhusamareb, Somalia: The Intergovernmental Authority on Development (IGAD) through its Special Mission to Somalia (SMS) with the lead role of the Federal Government of Somalia embarked on the commencement of the implementation of the Peace Agreement signed between the leadership of Galmudug Administration and Ahlu Sunna Wal Ja (ASWJ) in December 2017.
The agreement encompassed the merging of parliament, the harmonization of the constitution and the formation of an inclusive cabinet for Galmudug region as well as the integration of ASWJ forces. The agreement comes after two and half years of divided state, divided leadership differing ideologies, which resulted in conflict between Galmudug Administration and ASWJ.
Today the parties embarked on parliament merging where a preliminary agreement was reached between the leadership of Galmudug and Ahlu Sunna Wal Jama’a on the proportional distribution of MPs to the clans and power-sharing arrangements after a political dialogue.
The agreement was signed by the president of Galmudug Ahmed Dualle Geelle "Haaf" and a representatives from Ahlu Sunna Wal Jama’a (ASWJ)chief minister Dr. Mohamed Shaakir Ali Hassan and was witnessed by the speaker of the parliament Ali Gacal Aser, his vice deputy Hared Ali Hared, Galmudug, Ministers and MPs and distinguished guests. The parties promised to uphold peace in the interests of the people and the state during the signing.
This long-awaited process aimed at uniting the two divided parties and enabling them to be governed under one umbrella. The process will continue until the end of parliament merging, harmonization of the constitution, formation of an inclusive cabinet and integration of forces.
The Galmudug leadership and ASWJ thanked IGAD and the European Union, the United Nations, the Somalia Stability Fund and the Norwegian government for their support throughout the process.
IGAD appeals for the goodwill of the two parties to exercise inclusive power-sharing arrangements and remains committed to support the Federal Government of Somalia in its mandate to build peace, security, and stability in Somalia.

The international partners also congratulated Galmudug President Ahmed Duale Ghelle “Xaaf” and ASWJ leader Sheikh Shakir for their commitment to reconciliation and unity, and the efforts to build an inclusive and stable Federal Member State in Galmudug.
