IGAD on the 08 May 2015 attended the historic inauguration of the first Regional Assembly of the Jubaland administration in Kismayo, Somalia. The parliament is also the first Regional Assembly in Somalia since the establishment of the Somali Federal Government. The historic ceremony was attended by the President of the Federal Republic of Somalia, H.E Hassan Sheikh Mohamud, the Minister of Foreign Affairs Federal Democratic Republic of Ethiopia Dr. Tedros Adhanom Ghebreyesus, the Cabinet Secretary, Ministry of Foreign Affairs and International Trade Republic of Kenya, Amb Amina C. Mohamed, CBS,CAV, the Executive Secretary IGAD, Amb(Eng) Mahboub Maalim, the President of the Interim Jubba Administration, Mohamed Ahmed Islam, the deputy President of Puntland, Abdhakin Abdullahi Haji Omar. Also in attendance were representatives from United Nations, AMISOM, ambassadors and ministers from the region.
IGAD played a facilitation role in the Regional Process as guarantor of the Addis Ababa agreement with Ethiopia as Chair and Kenya as Rapporteur. The Executive Secretary IGAD congratulated the Federal Republic of Somalia and the Interim Jubba administration for historic achievement and noted that this was a milestone towards achieving peace not just for Somalia but for the region as well. Amb. Amina Mohamed added that peace for Somalia meant peace for her neighbours as well and marked the occasion as a success for the region as well. Dr. Tedros Ghebreyesus stated that the achievement of the Addis Ababa Agreement was largely due to the commitment and ownership of both of the leaders of both signatories. The Somali president concluded by stating that this was a milestone and a show of progress towards Somalia achieving its vision 2016.
The Federal Government of Somalia and the Interim Jubba Administration signed the Addis Ababa Agreement on the 27th of August 2013. The inauguration of the Regional Assembly was to the implementation of the second part of Article 1(4) of the agreement that states that that the Interim Jubba Administration shall be constituted of an Executive Council and a Regional Assembly. Both parties signed the agreement outlining the process of governance and security in August 2013, led by the following principles:
1. Leadership of the government of the Federal Republic of Somalia in the process;
2. Respect of the provisional constitution of the Federal Republic of Somalia;
3. All inclusive consultative process with the peoples of Somalia;
4. Supportive role of IGAD based on the priorities of the Somali government; and
5. Fighting the Al Shabaab as the primary focus of the Somali of the Somali Federal Government; AMISOM; Regional and International Partners;
The process led to the selection of a seventy five member parliament with Sh. Abdi Mohamed Abdiraham voted as the speaker, Adan Khalif H. Yussuf as the first speaker and Abdi Baaley Hussein as the second speaker.
