April 16, 2025 (NAIROBI, Kenya): The Intergovernmental Authority on Development (IGAD) has commenced the National Consultation on the Implementation of the IGAD regional Qualifications Framework and the Kenya National Qualifications Framework, in Nairobi, Kenya.

The main objective of the National Consultation is to create a common understanding among the ministries of education, national stakeholders, and development partners engaged in the implementation of the Kenyan national over the last many years with the view to appreciate its impact on the education and skill building sector and improving the quality of education and training.

Speaking on behalf of H.E Dr Workneh Gebeyehu, Executive Secretary of IGAD, to the IGAD National Consultation on the Implementation of the IGAD Regional Qualifications Framework and the development of Kenya’s National Qualifications Framework, Mr. Mubarak Mabuya, Chief of Staff of IGAD Executive Secretary and Interim Director for Health and Social Development division explained that the workshop marks a critical step in the realization of the Djibouti Declaration and our collective pursuit of a harmonized, inclusive, and quality-driven education system across the IGAD region.

Furthermore he emphasized that Kenya’s efforts in developing a National Qualifications Framework are commendable and offer valuable insights for the region. “Through this consultation, we aim to domesticate the IGADQF, accelerate the implementation of Kenya’s NQF, and strengthen the capacity of national experts—ensuring that our systems respond effectively to the diverse learning needs of all, including women, youth, refugees, and host communities,” Mr. Mubarak added.

Carol W. Hunja, (PhD), Secretary, Higher Education and Research, Ministry of Education, Republic of Kenya, disclosed that the Kenya National Qualifications Authority underscores its leadership in advancing the IGAD Qualifications Framework, Particularly noteworthy is Kenya’s advocacy for the Recognition of Prior Learning, setting a benchmark for regional integration and educational excellence.

According to  Dr. Carol Kenya is creating formidable structures that are inclusive and onward looking.

Dr. Carol also reminded that the Kenya National Qualifications Authority hosted the first Learning Exchange during the initial design and planning stages of the IGADQF, assisting Member State experts in conceptualizing their own National Qualifications Frameworks. “I would like to acknowledge the Kenya National Qualifications Authority’s pivotal role in articulating the National Qualifications Framework”, she noted.

Samatar NaTalis, Head of Strengthening IGAD Migration Policy Implementation Program, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, on his part, stated that Kenya is currently the only IGAD country with a fully functional NQF, and its progress offers valuable lessons for the region, and the consultation provided a space to share those lessons, reflect on challenges, and chart a way forward that is inclusive, practical, and regionally aligned.  “I wish to thank the Government of Kenya for hosting this important dialogue, and IGAD for its leadership in advancing the recognition of skills and qualifications across our region,” he said.

Dr Kebede Tsegaye, Senior Coordinator of Education, Science Technology and Innovation in his presentation described that the IGAD Qualification Framework further  emphasized the regional solidarity and cooperation, interaction with global and local Frameworks of reference, and the strengthening of national education and training systems.

The Kenya National Consultation brought together representatives of the ministries of education and Foreign Affairs, Kenya Qualifications Authority, representatives of women, youth and refugees (especially teachers), GIZ and the IGAD Secretariat.

Budget for the various activities is funded from the IGAD – GIZ (Gesellschaft fuer Internationale Zusammenarbeit) /SIMPI Financing Agreement.

Finally, the National Consultation provided Recommendations for IGAD Secretariat, Member States and partners and the way forwards for future actions.

The IGAD Regional Qualifications Framework, adopted in May 2024, is one of the key instruments for implementing the Djibouti Declaration and the Protocol on Free Movement of Persons.
