8. The Intergovernmental Authority on Development (IGAD) has received financing from the African Development Fund toward the cost of the Program to Build Resilience for Food and Nutrition Security in the Horn of Africa (BREFONS) and intends to apply part of the agreed amount for this grant to payments under the contract to undertake Audit Services of the Program to Build Resilience for Food and Nutrition Security in the Horn of Africa (BREFONS) for the period covering 1^st January 2024 and ending 31^st December 2024; 1^st January 2025 and ending 31^st December 2025 and 1^st January 2026 ending 31^st December 2026.
9. The objective of this consultancy services is to undertake the Financial audit of the Program to Build Resilience for Food and Nutrition Security in the Horn of Africa (BREFONS) for the period covering 1^st January 2024 and ending 31^st December 2024; 1^st January 2025 and ending 31^st December 2025 and 1^st January 2026 ending 31^st December 2026.
10. Intergovernmental Authority on Development (IGAD) Secretariat, located in Djibouti, is an Executing Agency responsible for facilitating and manage fiduciary functions of the project.
11. The services included under this assignment include, but not limited to, (i) review financial statements and provide opinion (b) undertake technical review (c) prepare audit report and management letter in accordance with internationally accepted standards. The implementation period of the activities is estimated at 35 staff days. The services and requirements for this Consultancy are stipulated in the Terms of Reference (ToR) that can be obtained from the address below upon submission of the application by Email. An audit firm will be selected in accordance with the Least Cost Selections (LCS) method.
12. The Intergovernmental Authority on Development (IGAD) invites eligible Audit firms  to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Competent audit firms may constitute joint-ventures to enhance their chances of qualification.
13. Eligibility criteria,  for the establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s ““Procurement Policy for Bank Group Funded Operations” dated October 2015 which is available on the Bank’s website at http://www.afdb.org
14. Interested consultants may obtain further information at the address below during office hours from Sunday to Thursday, 7:30 AM to 2:30 PM East African time.
15.
