Assignment Title:    Study to review and assess the Capacity of Desert Locust Control Organization (DLCO) on the MS level, provide recommendations, challenges and solutions

  1. The Intergovernmental Authority on Development (IGAD) has received financing from the World Bank towards the cost of the Food Systems Resilience Program for Eastern and Southern Africa and intends to apply part of the proceeds for consulting services.
  2. The consulting services (“the Services”) include the review the mandate and capacity of DELCO-EA vis-à-vis the emerging trends in migratory/transboundary pests and considering the current advancement in technology and early warning practices and to come up with recommendations and a road map for revisiting/restructuring DLCO-EA in such a way that it can keep pace with the emerging trends. The assignment is expected to take six (6) calendar months from the date of contract commencement.

  4. The The Intergovernmental Authority on Development (IGAD) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria:
  5. The firm shall be having adequate technical capacity to undertake the assignment
  6. The firm shall demonstrate as having successfully executed and completed at least two similar assignments for Regional and International Organizations.
  7. The firm shall have a Minimum of 5 years of experience in Organizational Change Management for similar or related bodies
  8. Demonstrated familiarity with the Horn of Africa / east Africa context.

N.B. While the Key Experts will not be evaluated at the shortlisting stage, however, the firm shall demonstrate as having the requisite technical capacity to undertake the assignment in the submitted company profile. They should possess the necessary resources to undertake services of such nature including equipment and software required to execute the assignment. At later stage; the firm shall propose a core team comprising of at minimum (i) Organizational Change and Business Modelling Expert (Team Leader),(ii) Entomologist, (iii) Aviation Expert, (iv) Financial management specialist, (v)Communications expert, (vi) Gender Expert. At the proposal stage, the consulting firm must provide a staffing plan with names, roles, and CVs for the core project team as part of the proposal

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” First Published July 2016 and revised Fifth Edition September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

10. A Consulting firm will be selected in accordance with the Consultant`s Qualification Selection (CQS) method set out in the Procurement Regulations.
