  1. Background

IGAD has developed a five-year Digital Transformation Roadmap (2021-2025) to automate its business processes and harness digital technologies to accelerate its mandate for regional integration.  The roadmap elaborates the vision of a highly automated Secretariat that is digitally connected with its Specialized Institutions, Member States, Development Partners, and other stakeholders. A digitalized IGAD will improve its performance and play a key role in its reform agenda. 

In this regard, IGAD would like to recruit a competent and experienced IT professional for the position of IT Infrastructure Officer.  The successful candidate will be part of the Digital Transformation Team and responsible for managing and maintaining the IT infrastructure, which forms the backbone of the digital transformation projects. 

  1. Duties and Responsibilities
  • Manages and maintains the LAN, Wi-Fi, VPN and WAN infrastructure at HQ as well as connectivity to the specialized institutions and other regional/program offices.
  • Manages and maintains the PBX and voice network, liaising with vendors and service providers and ensuring compliance with Service Level Agreements (SLAs).
  • Designs infrastructure improvements, prepares specifications and implements IT network projects to ensure optimum levels of performance, resilience, and redundant configurations.
  • Manages and maintains conference audio systems, projection systems and video conference facilities, provides technical support to meetings and integration with Zoom/Teams virtual meeting platforms.
  • Manages the integration of VSAT links with existing networks.
  • Manages and maintains the server infrastructure, both on premise and cloud deployments, and ensures data centers meet compliance requirements.
  • Maintains an inventory of all IT assets, hardware and software and ensures labelling and bar code identification of all assets.
  • Manages and configures automated patch management for operating systems and applications, and updates firmware for hardware devices in order to maintain a secure and updated IT infrastructure.
  • Conducts regular vulnerability assessments, configures threat monitoring and intelligence analysis, sets up up detection and response mechanisms, and organizes third-party penetration testing.
  • Manages and configures a secure posture of the entire IT infrastructure.
  • Prepares and updates network documentation, including CMDB (Configuration Database).
  • Ensures network and security incidents are logged in the ITIL helpdesk system, and follows up remedial actions as per incident handling policies and procedures.
  • Maintains the business continuity and disaster recovery plans, performs regular backups and restoration procedures, and ensures high availability of business applications and data.
  • Enforces IT policies and technical controls to ensure secure access to information systems and data.
  • Manages the active directory, SSO and other identity management systems.
  • Manages and maintains firewalls, SD-WAN and Zero Trust Network Architecture.
  • Manages and maintains system audit and access logs, SIEM and NOC/SOC configurations.
  • Manages corporate endpoints, BYOD, mobile devices, configurations and licensing to ensure compliance with IT policies, standards and procedures.
  • Any other duties as may be assigned.

 

  1. Education and Professional Qualifications
  • A bachelor’s degree in computer science, information systems/technology, electrical/ electronic/telecommunications engineering or other relevant degree from a recognized university.
  • Professional training and certifications in computer networks such as CCNA, CCNP, Network+, MCSE, ITIL will be an added advantage.
  1. Work Experience
  • At least five (5) years professional working experience in managing and maintaining a large and complex computing infrastructure.
  • Experience designing and implementing LAN, WAN, VPN and Wi-Fi solutions using enterprise architecture.
  • Experience in configuring managed switches, routers and other network devices.
  • Experience managing hybrid server environments, including AWS and Azure clouds.
  • Experience in managing and configuring secure IT infrastructure.
  • Experience working in a Windows Active Directory environment.
  1. Skills and Abilities
  • Proactive, self-driven and problem-solving orientation.
  • Good communication skills and ability to explain technical issues to non-technical users.
  • Thorough knowledge of LAN, WAN, VPN and Wi-Fi technologies.
  • Ability to troubleshoot network problems using network tools and testers.
  • Extensive knowledge of IP networking, routing, DNS and DHCP configurations.
  • Knowledge of IP-PBX, PSTN, ISDN and VoIP protocols.
  • A good understanding of structured cabling and transmission standards.
  • Knowledge of data center operations, compliance and standards.
  • Competency in operating systems and office-productivity tools and applications.
  • Ability to troubleshoot and diagnose network connectivity issues, determine bottlenecks and resolve problems swiftly.
  • Knowledge of virtualization technologies and hybrid architectures.
  • Ability to keep abreast of emerging trends and technologies.
  1. Language Requirements

Fluency in the English language is required. Working knowledge of the French Language would be an added advantage.

  1. Duration of Appointment

The successful candidate will be offered a one (1) year contract with possibility of renewal, subject to performance and availability of funds.
