Position Title: IT Applications Officer

  1. Background

IGAD has developed a five-year Digital Transformation Roadmap (2021-2025) to automate its business processes and harness digital technologies to accelerate its mandate for regional integration.  The roadmap elaborates the vision of a highly automated Secretariat that is digitally connected with its Specialized Institutions, Member States, Development Partners, and other stakeholders. A digitalized IGAD will improve its performance and play a key role in its reform agenda. 

In this regard, IGAD would like to recruit a competent and experienced IT professional for the position of IT Applications Officer.  The successful candidate will be part of the Digital Transformation Team and responsible for developing and implementing business applications, as well as integration with other systems.

  1. Duties and Responsibilities
  • Evaluates organizational needs, analyzes requirements and implements business applications to meet organizational objectives.
  • Manages and maintains existing business application systems (financials, budgeting, procurement, human resource, performance management, internal audit, planning, monitoring and evaluation), including integration with other systems.
  • Develops web-based, desktop and mobile applications to meet organizational requirements.
  • Implements and manages web portal for organizational forms and templates, implements workflows for routing and approvals.
  • Develops and manages web portal for organizational policies, procedures and standards.
  • Implements a document management system (DMS) for storing and accessing key organizational documents.
  • Implements and manages the recruitment portal and database of consultants, ensures compliance with personal data protection.
  • Collaborates with end-users and technical teams to develop specifications for new applications, prepares system design documents and process flow diagrams.
  • Develops digital solutions using best coding practices and secure software development methodologies.
  • Develops user manuals and technical documentation for business applications.
  • Conducts training on business applications for end-users and support personnel.
  • Performs regular updates of business applications including modifications to meet performance, reliability and security enhancements.
  • Conducts functional, non-functional, unit and integration testing of new business applications.
  • Facilitates user acceptance testing, to ensure business applications meet defined user requirements.
  • Coordinates with technical personnel and end-users to identify problems with business applications and provides remedial actions.
  • Works with users to collect feedback and identify system improvements, and prepares system modifications to meet those requirements.
  • Prepares informational materials and graphics to introduce business systems to end users.
  • Researches, evaluates and recommends appropriate solutions and technology to meet business requirements.
  • Performs any other duties as may be assigned.
  1. Education and Professional Qualifications
  • A bachelor’s degree in computer science, programming/systems development, information systems/technology, or other relevant degree from a recognized university.
  • Professional training and certifications in computer programming, business applications and web development. Certified credentials in programming languages and solution development frameworks would be an added advantage.
  1. Work Experience
  • At least five (5) years professional working experience in developing information systems and computer applications.
  • Experience developing web-based and desktop solutions.
  • Experience developing intranet solutions using SharePoint, Content Management Systems or similar technologies.
  • Experience in Office365, Document Management Systems and cloud technologies.
  • Experience in database design, implementation and administration.
  • Experience in developing mobile applications
  • Experience working in a Windows Active Directory environment.
  1. Skills and Abilities
  • Proactive, self-driven, analytical and problem-solving capability.
  • Good communication skills and ability to explain technical issues to non-technical users.
  • Competency in operating systems and office-productivity tools and applications.
  • Ability to understand business requirements and translate them into functional requirements.
  • Excellent understanding of software design and programming principles.
  • Knowledge of software development methodologies, Agile, DevOps, Waterfall, etc.
  • Knowledge of scripting languages such as PHP, ASPX, JavaScript, etc.
  • Knowledge of programming languages such as C#, Java, etc.
  • Knowledge of development environments such as ASP.NET, Java, LAMP, etc.
  • Knowledge of relational databases such as SQL Server, MySQL, etc.
  • Experience in cloud computing, business intelligence analytics and big data.
  • Ability to keep abreast of emerging trends and technologies.
  1. Language Requirements

Fluency in the English language is required. Working knowledge of the French Language would be an added advantage.

  1. Duration of Appointment

The successful candidate will be offered a one (1) year contract with possibility of renewal, subject to performance and availability of funds.
