  1. Background

IGAD has developed a five-year Digital Transformation Roadmap (2021-2025) to automate its business processes and harness digital technologies to accelerate its mandate for regional integration.  The roadmap elaborates the vision of a highly automated Secretariat that is digitally connected with its Specialized Institutions, Member States, Development Partners, and other stakeholders. A digitalized IGAD will improve its performance and play a key role in its reform agenda. 

In this regard, IGAD would like to recruit a competent and experienced IT professional for the position of Digitalization Project Officer.  The successful candidate will be part of the Digital Transformation Team and responsible for developing, managing and delivering transformational digital projects.

  1. Duties and Responsibilities
  • Manages the implementation of Digitalization Roadmap and Digital Transformation Strategy which are aligned to IGAD’s Regional Strategic Framework (2021-2025).
  • Participates in business process re-engineering to ensure organizational processes are streamlined, efficient, and adhere to best practices and international standards.
  • Assists in mapping business processes (work activities, workflows, roles and reporting relationships, supporting technology, business rules, etc.) and identifies areas of improvement by leveraging digital technologies.
  • Develops proposals for regional development and integration from technology differentiation and guides program areas to deliver on organization’s mandate.
  • Evaluates existing digital technologies and makes proposals for improvement.
  • Identifies automation gaps, root causes and operational issues in the context of improving organizational effectiveness and achieving strategic objectives.
  • Prepares business requirements, end-user and technical specifications for digitalization initiatives.
  • Proposes appropriate digital solutions, develops work plans and solution packages for implementation.
  • Manages the digital skills capacity building program for staff and applies change management practices to prepare a modern digital workforce.
  • Implements and promotes collaboration solutions among organizational units, divisions and specialized institutions.
  • Makes proposals for adoption of business intelligence, machine learning and big data analytics to improve organizational processes and data-driven decision-making.
  • Develops and implements effective project communication plans, collects, analyzes and summarizes information and trends and prepares project status reports.
  • Manages and adjusts for any changes in IT project scope, milestones, schedule and budget, identifies and mitigates potential risks.
  • Maintains an awareness of potential interdependencies with other projects and their impact.
  • Conducts evaluation to assess project implementation, prepares and follows up action recommendations and lessons learnt.
  • Identifies new opportunities to make work more effective using digital technologies.
  • Prepares digitalization briefs and reports for internal and external stakeholders.
  • Performs any other duties as may be assigned.
  1. Education and Professional Qualifications
  • A bachelor’s degree in computer science, information systems/technology, business information systems or other relevant degree from a recognized university.
  • Professional training and certifications in project management, such as Prince2, ITIL and PMP would be an added advantage.
  1. Work Experience
  • At least five (5) years professional working experience managing information systems and digitalization / digital transformation projects.
  • Experience in project management methodologies and frameworks.
  • Proven track record in successful delivery of IT projects.
  • Experience working in a large and complex IT environment.
  • Experience in business process re-engineering
  • Experience in development and implementation of IT Strategies.
  • Experience in change management practices.
  1. Skills and Abilities
  • Excellent analytical, logical thinking, and problem-solving skills.
  • Ability to explain technical issues clearly to non-technical users.
  • Good communication and report writing skills.
  • Competency in operating systems and office-productivity tools and applications.
  • Thorough understanding of project management principles and planning.
  • Strong project management skills and ability to deliver projects within budget and tight schedules.
  • Ability to identify risks and solve problems which may arise during project implementation.
  • Ability to build consensus and collaboration among teams.
  • A good understanding of information technology practices and procedures.
  • Ability to keep abreast of emerging trends and technologies.
  1. Language Requirements

Fluency in the English language is required. Working knowledge of the French Language would be an added advantage.

  1. Duration of Appointment

The successful candidate will be offered a one (1) year contract with possibility of renewal, subject to performance and availability of funds.
