May 27–28, 2025 (Arta, Djibouti): The Intergovernmental Authority on Development (IGAD) kicked off a two-day capacity-building training for ICT system administrators drawn from its divisions and specialised institutions. Convened in Arta, Djibouti, the training focuses on E-Learning Platform Administration and marks a key milestone in IGAD’s ongoing digital transformation and staff development agenda.
This initiative follows the recent instructional design training held in Nairobi and is supported by the GIZ-funded SCIDA III project (“Strengthening IGAD’s Capacity to Increase Resilience in the Horn of Africa”). It is part of IGAD’s broader strategy to institutionalise digital learning across the Secretariat and Member States.
Central to this effort is IGAD’s E-Learning platform, which supports the organisation’s Staff Training and Development Policy and Knowledge Management Strategy. The platform aims to deliver standardised, accessible, and scalable learning opportunities to foster continuous professional growth and a future-ready workforce.
Speaking at the opening session of the training, Ali Mohamed Idriss, IGAD’s E-Learning Coordinator underscored the strategic significance of the initiative: “This training is more than a technical session—it’s a strategic step toward building the capacity needed to sustain IGAD’s digital learning ecosystem. By investing in our ICT teams, we’re laying the groundwork for a resilient and scalable e-learning future across the region.”
The hands-on training equips Learning Management System (LMS) administrators and IT support staff with practical skills in operating and maintaining Adobe Captivate and Adobe Learning Manager (ALM). Key topics include:
- System setup and configuration
- User and role management
- Content hosting and version control
- Maintenance and troubleshooting best practices
Aligned with IGAD’s Community of Practice for E-Learning—which brings together staff from all divisions and institutions to steer the platform’s rollout—this training reflects IGAD’s commitment to embedding technology in its operations, strengthening institutional learning, and advancing regional development through innovation.
The two-day capacity building training on E-learning Platform Administration in Arta, Djibouti, concluded with strengthened technical expertise among IGAD system administrators, who acquired hands-on experience in managing key aspects of the digital learning platform. Participants are now better equipped to support and maintain the system’s operations, and collaboratively developed action plans to guide the application of their skills within their respective institutions—paving the way for a smoother and more sustainable rollout of IGAD’s e-learning initiative.
