The IGAD Foreign Service Institute (IFSI) was established following the decision of the IGAD Summit of Heads of State and Government held in Addis Ababa on 29 November 2019. This strategic decision marked a critical step towards enhancing the diplomatic capacity of IGAD Member States and reinforcing the region’s efforts toward peace, security, and regional integration.
The primary purpose of IFSI is to serve as a regional center of excellence in diplomacy, offering training, research, and capacity-building programs tailored to the unique needs of the Horn of Africa. The Institute is mandated to develop a critical mass of skilled diplomatic practitioners who can effectively contribute to IGAD’s vision of a peaceful, integrated, and prosperous region.
The objectives of IFSI are:
To strengthen the diplomatic and foreign policy capabilities of IGAD Member States.
To support evidence-based policy-making through research and knowledge development.
To provide a platform for strategic dialogue and consensus-building among Member States.
To ensure the institutional effectiveness and sustainability of the Institute.
IFSI directly contributes to IGAD’s overarching mission of fostering regional cooperation and integration. By building the professional capacities of diplomats and key stakeholders, the Institute plays a pivotal role in advancing peace, security, and prosperity in the IGAD region. Its work enhances the ability of Member States to speak with one voice, engage constructively in regional and international forums, and collectively address transboundary challenges.
