I. The Sanctuary of Adwa
We gather today inside the Adwa Victory Memorial Museum—a sacred monument to African self-determination. Over a century ago, it was on this very soil that our ancestors proved a fundamental truth: Africa’s destiny must be shaped, defended, and secured by African hands.
Today, we face a different battlefield, but the imperative remains unchanged.
A nation that cannot heal itself cannot fully secure itself. Health sovereignty is not a luxury; it is the absolute bedrock of national sovereignty.
II. Paradigm Shift: From Social Cost to Economic Powerhouse
For too long, public finance models have mischaracterized healthcare as a drain on national budgets—a continuous social expenditure. We are here to dismantle that narrative.
Healthcare is a strategic, high-growth economic driver. It creates skilled jobs, attracts global investment, accelerates industrial manufacturing, and safeguards our most precious asset: our human capital.
The global shocks of recent years laid bare the structural fragility of our reliance on external supply chains. When borders closed, vulnerable trade routes exposed an unsettling truth: external dependence in times of crisis is an existential threat. We must convert those historical vulnerabilities into regional industrial strength.
III. The IGAD Imperative: Scale, Integration, and Resilience
This is where the Intergovernmental Authority on Development (IGAD) steps forward. Individual markets within East Africa may face scale limitations, but bound together, our combined market capacity is transformative.
Through IGAD, we are translating political will into operational regional integration by:
* Harmonizing Regulatory Frameworks: Streamlining cross-border standards so local manufacturers can scale seamlessly across the bloc.
* Securing Health Systems: Establishing a Regional Health Financing Hub to transition our economies away from aid dependency toward domestic resource mobilization and capital market engagement.
* Strengthening Emergency Response: Building unified data-sharing networks and coordinated cross-border crisis management mechanisms.
Our strategy is clear: not charity, but capacity. Not dependency, but dignity. Not aid alone, but industry.
IV. A Triad of Commitments
To build a resilient East African health economy, we must align our public and private sectors around three non-negotiable commitments:
* Invest: We must deploy long-term patient capital into pharmaceutical manufacturing, cold-chain infrastructure, and digital health networks.
* Integrate: We must dismantle regulatory trade barriers to establish a unified East African health market that incentivizes local production.
* Empower: We must invest aggressively in our health workforce—offering competitive, world-class environments that retain our talent right here at home.
V. The Legacy We Build
Health sovereignty does not mean isolation. It means entering international partnerships from a position of industrial strength, structural capability, and self-reliance.
Let history record that here in Addis Ababa, we chose to construct a regional economy that manufactures what it needs, finances its own care, and secures the well-being of its people. IGAD stands fully committed to walking this path alongside the East African Healthcare Federation.
