 Sept. 3, 2019 (NAIROBI, Kenya): The Executive Secretary of the Intergovernmental Authority on Development (IGAD), Amb. (Eng) Mahboub Maalim, today signed the IGAD Annual Report and Financial Statement 2018, the first to be in full compliance with the International Public Sector Accounting Standards (IPSAS).

'This is a key achievement in standardisation of our financial reporting and compliance with international standards', the Executive said as he was signing the first IPSAS compliant IGAD financial statement.

‘I am delighted IGAD raised its administrative and financial systems to international standards, thereby improving its efficiency, value for money and accountability to its member states and development partners’, Amb Maalim noted.

He acknowledged the financial support provided by the European Union, as well as Sweden, Denmark, Finland and Norway through the Joint Financing Agreement these countries have with IGAD within the framework of the IGAD Institutional Strengthening and Action Plan (JFA/ISAP). The Executive Secretary also congratulated the staff under the leadership of the Director of the Administration and Finance Division of IGAD, Mr. Josephat Onyari, for the tireless efforts and thorough process that led to the successful completion of the task.

In order to improve efficiency and achieve this key milestone, between 2014 and 2017 IGAD conducted the below assessments with technical support from world class audit private firms:

  • IGAD Systems Audit and IPSAS Compliance Review;
  • Capacity survey for IGAD by the New Partnership for Africa's Development (NEPAD)
  • Internal Self-assessment;
  • Performance Evaluation of the Effectiveness and Sustainability of USAID-supported activities;
  • ISAP I and ISAP II Review, GIZ Programme Review;
  • USAID Programme Review;
  • European Union Seven-pillar Assessment; and
  • IPSAS Gap Analysis (financial and systems).

Addis Ababa, 21 August 2019: The Executive Secretary of IGAD Amb (Eng.) Mahboub Maalim sent a message of congratulations to the people of Sudan on the historic signing of the power sharing constitutional decree on 17 August 2019 in Khartoum. He also warmly welcomed the appointment of H.E. Abdallah Hamdock as Prime Minister of the Transitional Government of Sudan.

16-08-2019, DJIBOUTI (Djibouti): The Executive Secretary of the Intergovernmental Authority on Development (IGAD), HE Amb. (Eng.) Mahboub Maalim, yesterday received credential letters from Ambassador of Russia to Djibouti accredited to IGAD, HE Mr. Mikhail Golovanov, in his office at the Secretariat of the reginal organisation.

Upon welcoming the incoming Ambassador, the Executive Secretary highlighted potential areas of cooperation between the regional organisation and Russia. He noted that management of natural resources, energy including, would be one major of cooperation followed by economic and infrastructure development and combatting violent extremism.

Amb. Golovanov said his privilege to be accredited to a regional body while taking note of the Executive Secretary’s remarks. The Russian Ambassador extended the Executive Secretary an invitation to participate in the upcoming Russia-Africa Summit to be held in October in Sochi.

(Djibouti - August 2, 2019) The Intergovernmental Authority on Development (IGAD) is deeply saddened by the death of the Governor of Banadir Region and the Mayor of Mogadishu Abdirahman Omar Osman (Eng. Yarisow) and wishes to send sincere condolences to the families, friends, the Government and the people of Somalia. IGAD also wishes a speedy recovery to those who were injured.

July 22, 2019 (DJIBOUTI, Djibouti): A Delegation from the Institute of African Studies at the Zhejiang Normal University in China, headed by Mr. Shu Zhan, paid a courtesy visit to the Secretariat of the Intergovernmental Authority on Development (IGAD) in Djibouti this morning.

Mr. Mohamed Moussa, Director of Agriculture and Environment Division and Officer-in-Charge of the Secretariat, welcomed the Delegation on behalf of H.E. Amb. (Eng.) Mahboub Maalim, Executive Secretary of IGAD and on his own behalf. Present were also Mr. Elsadig Abdella, Director of Regional Economic Cooperation and Integration and Dr. Debalkew Berhe, Programme Manager for Environment Protection.

The purpose of the visit was to discuss areas of cooperation between IGAD and China, particularly in the areas of peace and security in the Horn of Africa.

Mr. Mohamed briefed the delegation on the current situation in the region, in particular in South Sudan, Sudan and Somalia, including the new developments in the Red Sea region.

After an in-depth deliberation, the need for a balanced approach in enhancing peace and security and development efforts in the region was emphasized. In this regard, the IGAD team requested the Chinese delegation to work closely with IGAD and increase its support to peace and security as well as development efforts in the region.

July 22, 2019 (DJIBOUTI, Djibouti): The Nigerian Ambassador & Permanent Representative to the African Union and the UN Economic Commission for Africa, HE Mr Bankole Adeoye, paid a courtesy visit to the Secretariat of the Intergovernmental Authority on Development (IGAD) this morning.

He was received by Mr Mohamed Moussa, Acting Executive Secretary, with whom he discussed a range of regional issues, including African partnerships, the role of Regional Economic Communities (REC) in the African socioeconomic development, regional integration, progress made in the implementation of the revitalized Peace Agreement in South Sudan.

The two parties also discussed ways and means towards enhancing cooperation between IGAD and the Economic Community of West African States (ECOWAS) to benefit from the experiences of each other.
