23-06-2018, Addis Ababa (Ethiopia): The Director of Peace & Security Division of the Intergovernmental Authority on Development (IGAD), Amb Tewolde Gebremeskel, yesterday inaugurated a consultative workshop aimed at establishing an IGAD Governance Forum.

This two-day workshop being held in Addis Ababa is gathering Senior Officials and Experts from Member States institutions that are mandated to promote good governance; they are National Human Rights Commissions, National Anticorruption Offices, National Offices of the Ombudsman, National Election Management Bodies, the Judiciary, National Parliaments, and IGAD Focal Persons from the Ministries of Foreign Affairs.

 The objective of the IGAD Governance Forum is to contribute to the enhancement of

IGAD’s coordinative and cooperative roles with Member States in the promotion of good

governance, democracy and the rule of law and towards the implementation of the

principles of IGAD and the African Union (AU) instruments on governance, elections, and democracy.

 Amb Tewolde speaking for IGAD Executive Secretary highlighted that the Peace and Security strategy of IGAD recommends the establishment of a regional Governance Architecture in line with the African Governance Architecture (AGA). He continued that “the Draft Framework and Rules of Procedure are to be first considered by experts of IGAD member states, with mandate on governance before its submission to the committee of IGAD Ambassadors for endorsement”.

 He urged the participants to “thoroughly deliberate up on the draft document, further enrich and fine-tune it for endorsement at a later date”.

 Background

IGAD Governance Architecture (IGAD) is envisaged to encompass relevant regional and continental normative instruments that focus on governance, democracy, elections and human rights; IGAD programmes that focus on the promotion of good governance, democracy, elections, human rights and rule of law; and IGAD Governance Forum.

 When all components of IGA are developed and operationalized, it will serve as a

guiding policy framework and coordination mechanism for IGAD’s programme on the

promotion of good governance in the region. In addition IGA will be instrumental in

establishing functional linkage between national, regional and continental level

programmes that focus on promotion of good governance and democracy.
