The Executive Secretary of IGAD, Eng. Mahboub Maalim, in conjunction with the UN System, has organized a Ministerial level engagement/dialogue between the UN Agencies and the region’s Ministers to chart the way forward with the region’s resilience initiative.
The objectives of the meeting are to share information on the initiative – its origins, vision, issues and challenges and potential areas of short- and long-term intervention, currently and potentially available resources; explore how the UN can work with IGAD Member States to elaborate and implement their national action plans to achieve drought resilience, food security and sustainable development; identify and determine UN support for developing and strengthening national level structures and coordination mechanisms, including drought management authorities (in line with the Summit Directive of 9 September 2011) and link up with regional processes (particularly the regional resilience platform); and determine how the UN can support the development and strengthening of the capacity of IGAD as an institution to deliver on the drought resilience agenda.
The outcome of the meeting is expected to result a shared understanding of the initiative (vision, objectives, scope, strategy), agreement on roles and responsibilities of the different UN Agencies, a Agreement on institutional arrangements, coordination and programming frameworks, indication of expected UN Agencies’ contributions to the initiative, and UN support to cross border issues with IGAD and member states.
