The Intergovernmental Agency on Development (IGAD) has received financing from the African Development Bank Group toward the cost of the Drought Resilience and Sustainable Livelihoods Program (DRSLP II) Somalia Component and intends to apply part of the agreed amount for this grant to eligible payments under the contract for recruitement of Implementing Agency ( IA) of the Somalia Project.
The services included under this project are to provide the service of planning and ensuring the effective implementation of the day to day project activities on the ground. In this regard, the implementing Agency will report directly to the Fund Management Unit (FMU) at IGAD Secretariat and will deliver capacity in the form of effective project management, capacity building, tendering including contract management, planning and budgeting, reporting on progress, and project budget oversight and control. The IA will work very closely with the Fund Management Unit and the Focal Points from each of the three Project Management Committees (PMC). The duration of the contract is about 60 months. The Intergovernmental Authority on Development (IGAD) Fund Management Unit now invites eligible consultants (firms) to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants ” (dated May 2008, revised July 2012) , which is available on the Bank’s website at https://www.afdb.org. Receipents of the Grant are under no obligation to shortlist any consultant who expresses interest.
