Assignment Title: Consultancy to Review Polices and Proclamations Relevant to Pastoral Area Land Management in Ethiopia, Kenya and Uganda

The Intergovernmental Authority on Development (IGAD) has received financing from the World Bank toward the cost of the Regional Pastoral Livelihoods Resilience Project, and intends to apply part of the proceeds for consulting services.
Objective and Scope of the Assignment
Under the overall supervision of the IGAD RPLRP coordinator and in close consultation with the RPLRP National Team Leaders of Ethiopia, Kenya and Uganda, the consultant will be responsible for undertaking a review of the current land management policies, proclamations, regulations, directives and other similar documents, by focusing on pastoral areas, and identifying impediments to sustainable land management and provide gap analysis
The IGAD now invites eligible individual consultants to indicate their interest in providing these services. Interested individual consultants must provide information indicating that they are qualified to perform the services (i.e. updated CVs, description of similar assignments, experience in similar conditions, and availability of appropriate skills etc.).
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
The Consultant will be selected in accordance with the Individual Consultant selection method set out in the Consultant Guidelines.
Profile of the Consultant
(a) Competencies
• Knowledge of approaches, concepts and innovative wisdom relevant to the land sector and challenges/risks therein.
• Ability in conducting independent analyses, identifying issues, formulating options and making conclusions and recommendations that embrace local cultural and social values.
• Comprehensive understanding of economic, political, institutional, technical issues related to sustainable land management and associated sensitivities within the member States and the region as a whole.
• Excellent skills and ability to articulate ideas in a clear and accurate manner including the ability to prepare reports and briefs.
• For this consultancy, fluency in oral and written English is essential.
• Good interpersonal skills and ability to establish and maintain effective working relations in a multi‐cultural, multi‐ethnic environment with sensitivity and respect for diversity.
(b) Qualifications
(b.1) Education
Post-graduate Degree from a recognized institution in land management, land administration, land economics, or land use planning, reflective of modern approaches, global trends and international/Regional conventions on land issues, or An equivalent combination of training and experience.
(b.2) Work Experience
a) A minimum of ten years’ experience in relevant land related activities and appropriate exposure relevant to the context of the IGAD countries,
b) Experience in conducting similar studies, particularly on pastoral land management initiatives, and
