Assignment Title

Consultancy for Website design and construction for the IGAD Regional Secretariat on Forced Displacement and Mixed Migration

The Intergovernmental Authority on Development (IGAD) has received financing from the World Bank toward the cost of the Development Response to Displacement Impacts Project in the HoA (DRDIP), and intends to apply part of the proceeds for consulting services for website design and construction for the IGAD Regional Secretariat on Forced Displacement and Mixed Migration 

Objective of the Assignment

The consultant is expected to design and construct a website that will:

• Provide information on the Secretariat’s work in responding to displacement impacts in the region. 

• Provide information on the implementation of the DRDIP in the Project countries that promotes learning and exchange of experiences 

• Provide an online resource for Member States, research institutions, universities, civil society organizations, development partners and any interested party to become better acquainted with the DRDIP approach, including visual representations of the status of IDPs and refugees in the region, Member States’ policies and legal frameworks on mixed migration, findings from studies and research projects etc.

• Act as a platform for interaction and receiving feedback from key stakeholders on the knowledge products generated over the life of the project with linkage to social media platforms.

The IGAD now invites eligible consultant firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services. The EOI must include the following information:

a. Profile and background of the consultancy firm,

b. Contact details (Physical address, Phone number, fax number, email address); 

c. Certificate of Incorporation

d. Demonstration of capabilities and experience in successful provision of similar services in the region in the last five years.

e. Availability of appropriate skills etc

f. At Least 3 contactable references / referees.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011 and revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.  

The Consultant will be selected in accordance with the Selection based on Consultants’ Qualifications (CQ) method set out in the Consultant Guidelines.
