for
CONSULTANCY SERVICE of DEVELOPMENT OF MEDIA MANAGEMENT SYSTEM
BACKGROUND
The Intergovernmental Authority on Development (IGAD) is a regional economic bloc operating in eight countries namely: Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, Sudan, and Uganda. IGAD’s vision is to be the premier regional organization for achieving peace, prosperity and regional integration in the IGAD region.
IGAD embarked on building privileged rapport and working relations with National Public media outlets of IGAD Member States as well as Ministries of Information. During a consultation workshop on ways and means of improving communication channels between IGAD and media as well as between national public media outlets, the establishment of a digital platform/link was identified as one of the best ways for media houses to communicate and exchange news items and materials pertaining to IGAD activities, projects and programs, and in relation with regional cooperation and integration thematic areas IGAD have received a finance from JFA-II and intend to use apart of the finance for the above mentioned consultancy service, therefore invite eligible individual consultants to apply.
THE OJECTIVES OF THE ASSINGMENT
The main objective of the Media Management System is to be a digital tool to be used by IGAD Member States National Public media outlets (Radio, TV, print, digital) as a means to exchange and avail to each other news items in the forms of audio, audio-visual, text and photographs.
QUALIFICATION AND EXPERIENCE REQUIREMENT
Bachelors in computer science or related degree
A minimum of 3 years experience in software development
Must have developed a similar product in a media house
Must have worked in a similar environment-media
Languages: The candidate for this assignment needs to be fluent in English and have excellent drafting skills.
DURATION OF THE ASSINGMENT
The Consultancy shall be for a maximum of nine (9) weeks for the development and (eight) 8 months for the maintenance once it has been made operational.
The establishment of the MMS should take a gross period of time not exceeding 7 weeks. The trial and adjustment period of time should not exceed 2 weeks. Selected party should maintain the platform during 8 months from the date the platform is made operational to end users.
The consultant will work closely with the Communication Officer and will from time to time submit and share the progress of activities as agreed.
IGAD Secretariat now invites eligible Individual Consultants/Consulting Firms with the requisite experience to indicate their interest in providing the services. Interested Consultants must provide information indicating that they are qualified to perform the services.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance to IGAD Procurement Manual 2017.
