30-11-2017, Addis Ababa (Ethiopia): The Intergovernmental Authority on Development (IGAD) Secretariat this morning opened the IGAD Experts Consultative Workshop on Preparations for Mid-Term Review (MTR) of the IGAD Regional Strategy and Implementation Plan 2016-2020 in Addis Ababa.
The IGAD Secretariat undertook to track the implementation of the IGAD Strategy 2016-2020 along with the associated Sectoral strategies through the collection of information and learning outcomes generated to improve project and programmes. It is within this framework that, prior to this IGAD Experts Consultation Workshop, IGAD conducted Mid-Term review sessions with Member States on 23rd and 24th November, 2017, and with Development Partners on 21st November, 2017 as provided for by the design of the strategy.
The MTR is expected to assess the progress being made towards the achievement of the expected results, as specified in the performance monitoring framework and review the status of the implementation of the recommendations of the state of the region report. The review will pave way for improved delivery of the remaining duration and propose adjustments (if any) required in programme design, implementation arrangements and institutional linkages in order to effectively and sustainably contribute to the attainment of the overall objective of the strategy.
Mr. Mohamed Moussa, Director of Agriculture & Environment Division speaking for the Executive Secretary, highlighted the uniqueness of this review process which is inclusive of Member States and Development Partners for the first in the history of IGAD.
“Just the same way the drafting of the State of the Region Report and the subsequent development of the IGAD Regional Strategy 2016-2020 saw the mobilization of Experts at Member States national level and also regional level, the mid-term review needs to be as inclusive and as comprehensive as the Strategy process”, he said.
Mr. Ahmed. Y. Habbane, Planning & Coordination Progamme Manager, added that the mid-term review process was on the right track after the successful completion of the consultations with the Member States and the Development Partners. “It is in view of their inputs and contributions that we are going to complete the reviewing process and the fine-tuning of of the Terms of Reference of the consulting firm which will assist us in the process”, he said.
The main outputs for the meeting will include the reviewing of the achievements, best practices and lessons learned as per the Sectoral strategy recommendations, and the reviewing and updating of the Terms of Reference for the exercise of the mid-term review of the strategy 2016-2020.
