BACKGROUND

The Inter-Governmental Authority on Development (IGAD) has received a grant from the NEPAD-NPCA under the Programme for Infrastructure Development in Africa (PIDA) Capacity Building Project (CAP) Work Plan 2016 (chiefly referred to as ‘PIDA CAP 2016’). Part of the grant is intended to finance the Consultancy Services for GIS mapping of IGAD key regional infrastructure and Corridors.

OBJECTIVES OF THE ASSIGNMENT

The overall objective of the study is to develop a data base of the existing key Regional Infrastructure (Energy, ICT, Transboundary Water Resources and Transport) and GIS Maps indicating their locations. The database and maps will be used in;

(i) Developing the integrated IGAD Regional Infrastructure Plan;

(ii) Planning and development of the integrated Regional Infrastructure Master Plan;

(iii) Monitoring of the performance of the regional infrastructure and;

(iv) Updating of data on key Regional Infrastructure

DURATION OF THE ASSIGNMENT

The estimated duration of services is three (3) months and the estimated starting date is in – _____________________________.

SCOPE OF SERVICES

The Scope of the services to be provided by the consultant shall include the following;

I.            Identification of the IGAD key Regional Infrastructure under Transport, Transboundary Water Resources, Energy and ICT.

II.            Collection of data for the identified Regional Infrastructure.

III.            Development of a database for the identified Regional Infrastructure. The database should be live to support processes requiring information and addition of new infrastructure.

IV.            Development of the GIS maps and population of data for the identified Regional Infrastructures. The GIS databases and ground-validated maps must show the various key regional infrastructure and transport corridors. The GIS must be live to capture, store, manipulate, analyze, manage, and present all types of spatial or geographical data for the identified Regional Infrastructure and new infrastructure to be developed.

QUALIFICATIONS AND EXPERIENCE OF THE CONSULTANT

IGAD now invites eligible Individual Consultants with the requisite experience to indicate their interest in providing the services. The Consultant must have:

(i)           BSc or higher degree in computer science, Geo-informatics Science, information systems or equivalent qualification;

(ii)         At least 10 years of professional experience in building up GIS-based databases, preferably with experience from the infrastructure sector.

(iii)       Demonstrable experience in preparation of GIS maps.

(iv)       Proven experience with GIS software such as ArcGIS, Map info or open mapping software such as QGIS.

(v)         Working knowledge and experience of East Africa region is highly desirable.

(vi)       Working knowledge of English.

SHORTLISTING CRITERIA

Interested consultants must provide the following information that will indicate that they are qualified to perform the services:

1.         Clear Methodology of executing the project along with a proposed and work plan estimated timelines;

2.         Expertise and experience evidenced by CVs as well as Academic and Professional Certificates;

3.         Any prior similar assignments;

4.         Experience in similar conditions;

5.         Availability of appropriate skills; and

6.         Availability of suitable equipment/GIS mapping softwares.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” [May 2008 edition and revised in July 2012], which is available on the Bank’s website at https://www.afdb.org. Borrowers are under no obligation to shortlist any Consulting firm who expresses interest.

The expression of interest responses will be reviewed and those consultants deemed best qualified in IGAD’s judgment will be short-listed according to the following criteria:

The EOI will be evaluated based on (A) Specific experience of the consultants related to the assignment; (B) Adequacy of the proposed work plan and methodology in responding to the Terms of Reference; and  (C) Qualifications and competence for the assignment; as follows:
