GENERAL PROCUREMENT NOTICE
1. IGAD has received a Grant from the African Development Fund to finance the Activities under Drought Resilient and Sustainable Livelihoods Programme in the Horn Of Africa-IGAD Secretariat Capacity Building Project.
2. The principal objective of this project is to strengthen IGAD’s capacity to fulfil the obligations of its regional mandate in leading and coordinating the implementation of the regional Drought Resilience Initiative.
3. The project includes the following components :
3.1. Technical and Human Resource Support
3.2. Institutional Support to IGAD Secretariat
4. Procurement of Goods will be in accordance with the Bank’s Rules and Procedures for the Procurement of Goods and Works. Acquisition of the services of Consultants will follow the Bank’s Rules and Procedures for the Use of Consultants. Bidding documents are expected to be available in August 2013.The Procurement modes are as follow:
-National Competitive Bidding (NCB): Procurement of office equipment, furniture, ICT equipment, software and connectivity equipment for Liaison Officers and specialized centers, and vehicles.
– International Competitive Bidding (ICB): Procurement of Video conference equipment.
– Shortlisting of firms: Regional studies, Financial Audit
– Recruitment of Individual Consultants: Technical Assistance (Coordinator, Water Resources Expert, Dryland agricultural Expert, Fisheries Expert, Food Security/Nutrition Expert, Monitoring and Evaluation Expert, and Database expert and eight (8) Drought Resilience Liaison Officers, one for each of the IGAD Country).
