Project BackgroundThe Inter-Governmental Authority on Development (IGAD) is one of the Regional Economic Communities (RECs) recognized by the African Union consisting of eight Member States (MSs). The MSs are Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, Sudan, and Uganda. IGAD strives to be the premium REC for achieving peace and security, as well as sustainable development through promoting regional cooperation and integration, and enhancing Member States’ capacities. The European Commission (EC) established the “Emergency Trust Fund for Stability and Addressing the Root Causes of Irregular Migration and Displaced Persons in Africa” (EUTF) and decided to finance the action entitled “IGAD Promoting Peace and Stability in the Horn of Africa Region” (IPPSHAR). The Action is financed with contributions from the European Union (EU), the Austrian Development Agency (ADA), the Swedish International Development Agency (SIDA) and the Government of the Netherlands for the duration of four years (2018-2022). Implementation of the Action is structured through a Delegation Agreement, signed between the EU and ADA, whereby ADA is the lead development partner for the management of IPPSHAR project funds while IGAD and ADA jointly implement the project activities.IGAD and ADA have jointly worked on the development of a grant project document titled: “Operationalizing the Mandate of The IGAD Task Force on The Red Sea and The Gulf of Aden”, which is planned to be implemented by the IGAD Red Sea and Gulf of Aden Mission (IGAD-RSGA). IGAD RSGA is one of the IGAD units that benefit from the IPPSHAR program.Under the overall umbrella of IPPSHAR Programme, the project: “Operationalizing the Mandate of the IGAD Task Force on the Red Sea and the Gulf of Aden”, demands a focus on peace and security from a human security perspective, recognizing the nexus between geopolitics, security and development. The project will therefore focus on four main sectors of intervention, which are national security, marine environment, economic development and human security with an overall goal to a better governed and more secure littoral and non-littoral IGAD Member States. The expected outcome of the project is to improve maritime governance policy and strategic environments in the Red Sea and the Gulf of Aden through strengthened regional coordination.IGAD-RSGA in Addis Ababa, Ethiopia invites qualified experts to express their interests in possible consultancies as and when required under the Expert Roster who can deliver professional services for the implementation of the above-mentioned project. The thematic expertise areas are:Policy and Strategic Advisors;Senior Legal Experts;Senior Policy Formulation Experts;Senior Strategy Formulation Experts;Senior Policy Analysts;Rapporteurs;Website Developers. |
Duties and Responsibilities (roles) |
1. Policy and Strategic Advisors – Lot 1 Prepare or assist in the preparation of drafts briefs, background papers, studies, reports, legislative texts in line with the resolutions of the 46thand 68th IGAD Council of Ministers.Undertake quality assurance of all the draft documents, reports, policies, strategies, action plan in line with the 46th and 68th IGAD Council of Ministers Resolutions;Facilitate consultations, meetings, roundtables, and policy organ meetings and deliver necessary presentations as may be appropriate;Lead and coordinate other experts as may be appropriate. 2. Senior Legal Experts – Lot 2 Conduct legal analysis and research on various legal mattersDevelop an IGAD Convention/protocol on the Red Sea and the Gulf of Aden in line with international laws;Undertake joint review of the Convention/protocol by engaging the policy and strategic advisors;Present the convention/protocol for review, validation and endorsement by the IGAD policy organs;Incorporate findings from a review/validation workshops into the draft conventionsGuide the quality of dialogue by emphasizing on the IGAD region context, legal frameworks, policies, and international maritime laws and best practices;ensuring the integration of cross-cutting issues (Gender equality and women’s empowerment, poverty reduction, conflict sensitivity, environment, social/human rights, and inclusion, etc.) in all the deliverable;Prepare assignment completion reports 3. Senior Policy Formulation Experts – Lot 3Develop an IGAD Common Position on the Red Sea and the Gulf of Aden in line with the 46th and 68th IGAD Council of Ministers;Undertake joint review of the IGAD Common Position by engaging the chief consultant;Present the IGAD Common Position for review, validation and endorsement by the IGAD policy organs;Incorporate findings from a review/validation workshops into the draft Common PositionGuide the quality of dialogue during the review/validation workshop by emphasizing on the IGAD region context, legal frameworks, policies, and international maritime laws and best practices;Ensuring the integration of cross-cutting issues (Gender equality and women’s empowerment, poverty reduction, conflict sensitivity, environment, social/human rights, and inclusion, etc.) in all the deliverablePrepare workshop completion reports 4. Senior Strategy Formulation Experts – Lot 4Develop an IGAD Regional Plan of Action on the Red Sea and the Gulf of Aden in line with the resolutions of the 46th and 68th IGAD Council of Ministers;Undertake joint review of the draft Regional Plan of Action by engaging the Chief Consultant;Present the draft Regional Plan of Action for review, validation and endorsement by the IGAD policy organs;Incorporate findings from a review/validation workshops into the draft Regional Plan of ActionGuide the quality of dialogue by emphasizing on the IGAD region context, legal frameworks, policies, and international maritime laws and best practices;Ensuring the integration of cross-cutting issues (Gender equality and women’s empowerment, poverty reduction, conflict sensitivity, environment, social/human rights, and inclusion, etc.) in all the deliverablePrepare workshop completion reports |
5. Senior Policy Analysts – Lot 5Undertake policy-oriented research/analysis on the Red Sea and the Gulf of Aden;Develop background documents to be used as a base for developing IGAD Regional Plan of Action, IGAD Common Position and other policy documents such as conventions/agreements. 6. Rapporteurs – Lot 6Attend workshops/meetings and take note on the main findings, conclusions and recommendations of each presentation;Collect inputs and comments from the workshop participants;Produce high quality reports (summary and detailed reports);Present the final report of the workshops for endorsement by the workshop participants;Perform any other related duties as assigned. 7. Website developers – Lot 7Develop dynamic Website for IGAD-RSGA Required Skills and Experience |
The minimum required qualifications as well as the preferred professional and educational assets for the interested candidates (individuals or legal entities comprised of at minimum three staff personnel to engage consultancy services of selected individuals) are listed below.The specific experience depends upon the scope of the specific assignments, details of which will be communicated through respective ToRs. The following requirements are indicative and additional requirements can be included at any time by IGAD RESGA. 1. Policy and Strategic Advisors – Lot 1At least a master’s degree or equivalent in international law, political science, organizational development, public policy, international relations, international security, international development, maritime governance, or other related fields. Holders of PhD will have an added advantageDemonstrated experiences in International Ocean Governance, maritime governance and Marine resource managementKnowledge of current international, continental, regional and national conventions policies and legal frameworks of maritime governance related affairs; Proven knowledge and experience of the IGAD region especially in relation to the Red Sea and the Gulf of Aden geopolitics;Highly motivated, dynamic, and demonstrated high initiative and experiences in coordination high-level consultations;Solid knowledge of geopolitics mainly in the Horn of Africa;Excellent teamwork and participatory process skills;Outstanding interpersonal, communication and analytical skills including a proven track record of interacting with senior politicians;Flexibility to unforeseen situations i.e., changes in schedules;Proven excellent oral and writing skills in EnglishSound planning and organizational skillsAbility to negotiate diplomaticallyProficiencies in English and in at least one of the languages from IGAD region 2. Senior Legal Experts – Lot 2 At least a master’s degree from an accredited university in international law or any other relevant field.A minimum of 5 years of relevant experience with either a law firm, a corporation, government, or an international organization’s legal office is required;Excellent team player with a proven track record of working with multi stakeholder communityStrong interpersonal, communication and presentation skills;Experience in working with international organizations;Excellent communication and proven drafting skills in English;Proven extensive hands-on experiences and skills on drafting international agreements/conventions/protocols etc 3. Senior Policy Formulation Experts – Lot 3Master’s degree in one of the following fields is required: Law studies, Political science, Public policy, Social science, International relations and another relevant technical field;At least five years of proven track record of consulting in the area of policy development, legal frameworks and strategies;Experience on providing technical support at international institutions related to maritime governance policy development;Excellent understanding of government policies, guidelines, legislation, and strategies related to maritime governanceExcellent analytical, negotiating, communication, coordination and advocacy skills;Excellent research, analytical, reporting and presentation skills;Excellent communication and proven drafting skills in English;Experience in the Horn of Africa region 4. Senior Strategy Formulation Experts – Lot 4At least a master’s degree in a relevant field in the area of planning, public policy, development studies;At least five years professional experience in strategic planning and management;Experience on providing technical support at international institutions related to maritime governance policy development;Excellent understanding of government policies, guidelines, legislation, and strategies related to maritime governanceExcellent analytical, negotiating, communication, coordination and advocacy skills;Excellent research, analytical, reporting and presentation skills;Excellent communication and proven drafting skills in English;Experience in the Horn of Africa region 5. Senior Policy Analysts – Lot 5Master’s degree international law, political Science, organizational development, public policy, international relations, international security, international development, maritime governance, or other related fieldsAt least ten years professional experience in research and analysis in maritime governance, natural resource management, security in the Horn of Africa or related sectors;Hand on experience on analysis, assessment and presentation of information related to the above-mentioned areas and drawing of appropriate conclusions for further actionsExcellent team player with a proven track record of working with multi stakeholder communityStrong interpersonal, communication and presentation skills;Experience in working with international organizations;Excellent communication and drafting skills in English. 6. Rapporteurs – Lot 6 At least five years professional, Specific experience serving as a rapporteur in international/regional context Excellent command of written and spoken English: excellent grammar and editing skills, and ability to read aloud Ability to integrate and summarize ideas. Ability to operate a laptop. Ability to establish a good working relationship with the delegates 7. Website developers – Lot 7 At least MSc in Computer Science, software engineering or any other related field with 10 years of web-development experience Eligibility Participation is open to all natural persons who are nationals of and legal persons (participating either individually or in a grouping – consortium – of tenderers) which are effectively established in a Member State of the European Union or in a eligible country or territory as defined under the Regulation (EU) No 236/2014 establishing common rules and procedures for the implementation of the Union’s instruments for external action (CIR) for the applicable instrument under which the contract is financed (see also heading 29 below) . Participation is also open to international organizations. Candidature All eligible natural and legal persons (as per item 11 above) or groupings of such persons (consortia) may apply. A consortium may be a permanent, legally-established grouping or a grouping which has been constituted informally for a specific tender procedure. All members of a consortium (i.e., the leader and all other members) are jointly and severally liable to the contracting authority. The participation of an ineligible natural or legal person (as per item 11) will result in the automatic exclusion of that person. In particular, if that ineligible person belongs to a consortium, the whole consortium will be excluded. Number of applications No more than one application can be submitted by a natural or legal person whatever the form of participation (as an individual legal entity or as leader or member of a consortium submitting an application). In the event that a natural or legal person submits more than one application, all applications in which that person has participated will be excluded. The candidates may submit an application for one lot only, several lots or all of the lots, but only.one application per lot. Contracts will be awarded lot by lot and each lot will form a separate contract. · Evaluation of applicants: Applicants will be evaluated against qualifications and the competencies specified above for each thematic area. The progression into the Vetted Roster of Experts will be offered to those individual consultant(s) whose applications have been evaluated and determined as (a) responsive/compliant/acceptable, and (b) having received a minimum average score of 75 points. Upon completion of the technical evaluation, the envelopes containing the financial offers for tenders that were not eliminated during the technical evaluation will be opened (i.e., those with an average score of 75 points or more). IGAD – RSGA applies the ‘Best Price Quality Ratio’ approach – the final selection will be based on the combination of the applicants’ qualifications and financial proposal. Interviews and negotiations are foreseen in the procedure. |
