Assignment Title: Early Warning Systems Reports Proofreading, Editing and Preparation of Policy Briefs

The Intergovernmental Authority on Development (IGAD) has received financing from the World Bank toward the cost of the Regional Pastoral Livelihoods Resilience Project, and intends to apply part of the proceeds for consulting services.
Objective of the Assignment
The IGAD RPLRP has completed three reports related to pastoral areas disaster risk management (DRM) as part of support to policy harmonization in the three project countries: a) assessment of the early warning system; b) assessment of risk profiling approaches and c) review of contingency planning approaches. The three reports are validated by stakeholders from the member states.
The objective is to proofread and edit the three above mentioned reports, prepare for dissemination both as softcopy and printed book; as well as extract at least two policy briefs from the reports. Details of the scope of work in the ToRs (click to download)
IGAD now invites eligible individual consultants to indicate their interest in providing these services. Interested individual consultants must provide information indicating that they are qualified to perform the services (i.e. updated CVs, description of similar assignments, experience in similar conditions, and availability of appropriate skills etc.).
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
The Consultant will be selected in accordance with the Individual Consultant selection method set out in the Consultant Guidelines.
Profile of the Consultant
(i) Education
Advanced Degree from a recognized institution in Social Science, economics, Disaster Risk Management or an equivalent combination of training and experience
(ii) Work experience
Minimum of five years of progressively responsible experience required in applying the principles of DRM in the context of Africa. Practical experience in communication and editing DRM publications in English language. Ability to synthesize complex documents to friendly-readable format and prepare policy brief.
Selection Criteria:
The selection criteria are education and work experiences (as described above), in addition to good track record in delivering assignment, and publication in similar field.
