09.04.2022 The IGAD Mediation Support Unit (MSU) held a 3-day consultative workshop with members of the Technical Committee of the Commission for Truth, Reconciliation and Healing (TC-CTRH) of the Republic of South Sudan, in Terekeka South Sudan from 7-9 April 2022. The objective of this workshop was to engage with members of the Technical Committee, share experiences and design tools for public consultations.

The functions of the CTRH are to; establish an accurate and impartial historical record of human rights violations, breaches of the rule of law, and excessive abuses of power committed y state and non-state actors, investigate the causes of conflicts and their circumstances, among others,
This workshop provided a platform for the technical committee members to reflect on the principles of Transitional Justice, the functions of the CTRH as stated in the R-ARCSS, and design tools for public consultations that can be utilized for the policy formulation. Additionally, this consultative workshop appreciated the efforts of the TC and deliberated on the task mandated to the Commission by the government, assessed the progress thus far and shared the lessons learnt since the formation of the Committee of the CTRH Commission
The goal of the Technical committee of the CTRH was highlighted as to; to conduct a nationwide and inclusive public consultations so as to collect views of the people and compile a Report and submit to the Ministry of Justice and Constitutional Affairs for informing a legislation to govern the CTRH,
The Report will inform the design of the legislation to establish the CTRH and shall include; The Mandate/Purpose, Jurisdiction, Composition, Secretariat Human Resources, Duration, Funding, Actors, Selection process whether by vetting or Qualifications, Quality of personnel, Disciplinary provisions, code of conduct, code of business procedures, Authority and Competencies, Independence , Areas of compatibility with the R-ARCSS, Transitional provisions and schedules, Areas of peculiarities, Inquiries and Demand, Supervision, Process/Evaluation, etc.
