INDIVIDUAL CONSULTANT

for

CONSULTANCY SERVICE of ASSESSMENT OF SOCIAL AND ECONOMIC COSTS OF CATTLE RUSTLING IN ETHIOPIA

BACKGROUND

IGAD Centre for Pastoral Areas and Livestock Development (ICPALD) with support from EU (RISP3 Programme) commissioned three studies (Kenya, Uganda and Sudan) to assess social and economic costs of cattle rustling in these countries. It was observed that in addition to killing, maiming and kidnapping the communities targeted for raids the countries incurred heavy economic costs; In Kenya cattle rustling costs the economy Ksh 51.78 billion ($ 0.5178 billion) in 2017, in Uganda it costs UgSh 394.1 ($ 110 million), while in the Sudan it costs an estimated SDG 40.3 billion ($ 6.0 billion) . Given the high social and economic costs of this illegal activity it is critical that similar studies are undertaken in Ethiopia and South Sudan to collect more evidence that will feed into a synthesized status of cattle rustling at regional level. It is proposed that the findings of each of the countries and a synthesized regional report be presented to technical experts from member states before being tabled for action by Permanent Secretaries/Under Secretaries/State Ministers and Ministers. It is expected that IGAD member states will cooperate and collaborate in the development of appropriate policy and legal frameworks and better informed policing will form part of the member states response to this deadly criminal activity especially in cross border areas.

This proposed study is expected to determine the social and economic effects of cattle rustling at country level in Ethiopia and inform with evidence the intended and on-going efforts of curbing the cattle rustling practice and hence reducing the crimes associated with it.    

THE OJECTIVES OF THE ASSINGMENT

The overall objective of this assignment is to derive adequate credible evidence to draw sufficient attention at national policy level to the negative social and economic impacts of livestock/cattle rustling.

DELIVERABLES:

The consultant is expected to prepare and share with ICPALD:

  1. An inception report with details on the method and tools to be used and the work plan.
  2. Draft report on the assessment of social and economic costs of livestock/cattle rustling in Ethiopia.
  3. A comprehensive final report on the assessment of social and economic costs of livestock/cattle rustling in Ethiopia.

Qualifications and Experience

  • A Masters or equivalent degree in livestock economics, agricultural economics, development studies or related fields.
  • A minimum of 7 years’ experience in the required field
  • Good understanding about livestock related issues and policies
  • Knowledge of how to develop different scenarios of cost benefit analysis
  • Demonstrate competence and skills in analytical analysis
  • Good reporting writing skills.
  • Strong understanding of the local context is an added advantage
  • Proven knowledge and experience on similar assignments.

 Skills and Abilities:     

  • Strong IT skills
  • Excellent writing and presentation skills
  • Knowledge and experience of using participatory approaches
  • Strong analytical skills

Excellent communication/ writing skills and fluency in English

DURATION OF THE ASSINGMENT

The duration of contract shall be for a maximum of thirty (50) working days.

The consultant will work closely with IGAD Centre for Pastoral Areas and Livestock Development (ICPALD office and will from time to time submit and share the progress of activities as agreed.

 IGAD Secretariat now invites eligible Individual Consultants with the requisite experience to indicate their interest in providing the services. Interested Consultants must provide information indicating that they are qualified to perform the services.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance to IGAD Procurement Manual 2017.
