SERVICE DE CONSULTANT INDIVIDUEL :
Étude visant à évaluer l’impact socio-économique sur la communauté d’accueil des réfugiés à Balbala, Djibouti Ville, Djibouti
L’autorité intergouvernementale pour le développement (IGAD) a obtenu une subvention de la Banque Mondiale en vue de financer le Projet d’élaboration d’interventions face à l’impact des déplacements et mets à disposition une partie des fonds de ce prêt pour effectuer des paiements autorisés au titre du contrat suivant : Étude visant à évaluer l’impact socio-économique sur la communauté d’accueil des réfugiés à Balbala, Djibouti Ville, Djibouti
- Objectif et mission
L’Autorité intergouvernementale pour le développement cherche un Consultant ou un cabinet possédant l’expertise pertinente pour mener une étude sur le terrain à Djibouti-Ville, visant à évaluer l’impact socioéconomique et environnemental sur la communauté mixte d’accueil des migrants dans la banlieue sud de Balbala, Djibouti-Ville. Le projet d’étude permettra également d’établir le niveau de soutien apporté aux aux communautés hôtes au cours des 5 dernières années et la mesure dans laquelle les migrants, les réfugiés et les DAP ont bénéficié de ces initiatives. L’objectif de cette étude est d’évaluer l’impact socio-économique et environnemental sur la communauté d’accueil des migrants/réfugiés/DAP à Balbala. La mission permettra également de cerner dans quelle mesure les initiatives socio-économiques et environnementales bénéficient aux réfugiés urbains, DAP et aux migrants, en plus de la population locale.
L’autorité intergouvernementale pour le développement (IGAD), sollicite des candidatures émanant de consultants individuels (personne physique) en vue de la fourniture des services de consultant
Les Consultants Individuels intéressés, sont invités à manifester leur intérêt, en faisant acte de candidature et en fournissant les informations relatives a leurs qualifications pour exécuter les services décrits ci-dessous (brochures, références en contrats analogues, expérience dans des conditions semblables, disponibilité des qualifications nécessaires, …).
- Profil attendu du Consultant
Le Consultant devra donc disposer d’une expérience significative en termes d’évaluation globale des besoins; et avoir déjà travaillé dans le domaine humanitaire, particulièrement dans l’évaluation socio-économique et environnementale des migrants, réfugiés et leurs communautés “hôtes”. De façon plus spécifique, le Consultant devra posséder les compétences suivantes :
- Un diplôme avancé en Études du Développement, Sociologie, en Économie, Développement International ou tout autre domaine relatif aux sciences sociales.
- Au moins dix ans d’expérience avérée dans les études sur le terrain portant sur les impacts socio-économiques et environnementaux dans la Corne de l’Afrique.
- Une bonne compréhension de l’urbanisation et du phénomène de migration vers les centres urbains
- Connaissances claires sur les programmes d’assistance aux réfugiés et sur les cadres juridiques à Djibouti
- Bonne connaissances en sciences économiques et en dynamiques politiques à Djibouti, et de façon plus particulière dans la Capitale
- Bonnes connaissances rédactionnelles et capacités à respecter les délais.
Langues: La langue de travail sera le français.
Un consultant sera sélectionné en accord avec les procédures définies dans les Directives « Sélection & Emploi de Consultants par les Emprunteurs de la Banque Mondiale – Janvier 2011 (version révisée Juillet 2014) ».
