In its 3rd year, the RCP this year will be held on 9th& 10th May 2013 in Addis Ababa, Ethiopia under the theme Migration and Regional Integration. This comes in the wake of the adoption of the IGAD Minimum Integration Plan (MIP) by the Summit of Heads of States and Government’s in 2012 as the guiding road map for IGAD’s regional Integration. Various processes within the framework of the MIP are ongoing including negotiations towards a free movement of person’s regime, the Horn of Africa Infrastructure Initiative among others.
The IGAD RCP was established by a council decision in 2009 to foster regional dialogue and cooperation on migration by providing a platform for discussions on various migration issues. The dialogue is between IGAD member states, transit and destination countries as well as other stakeholders in migration. Key partners include the International Organization for Migration (IOM) and the African Union Commission (AUC).
During the two days dialogue, issues ranging from trade, labor mobility, pastoralism,infrastructure interconnectivity, Health and Regional Integration as well as border management & security will be discussed. Expert papers on these issues will be presented aimed at provoking dialogue amongst participants.
Recommendations arising from the RCP continue to shape migration governance in the IGAD region as they are translated into policies and programs.
The RCP meeting will be held back-to-back with the validation by member states of a study conducted to identify the migration priorities in the IGAD region under the Regional Political Integration & Human Security Support Program funded within the 10th EDF.
