CONSULTANCY SERVICE FOR REVIEW AND UPDATE THE STRUCTURE OF IGAD
1. Back Ground:
Intergovernmental Authority on Development (IGAD) is one of the Regional Economic communities of the African Union consisting of Eight Member States namely Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, Sudan and Uganda. The Head Quarter of IGAD is in Djibouti and has project offices that are located in the following Member States;
Conflict Early warning and Response Mechanism (CEWARN ) ;IGAD Security Sector Program (ISSP), Somalia Peace and National Reconciliation office (SFO) in Addis Ababa; IGAD Climate Prediction & Application Center (ICPAC) IGAD Livestock Project (ICPALD) in Nairobi, Sudan and Juba Office in Khartoum and Juba respectively and IGAD Regional HIV/AIDS Project office in Uganda. The working languages of IGAD are English and French. Further information is available on the official IGAD Web Site www.igad.org.
Intergovernmental Authority on Development (IGAD) hereby invites interested individual Consultants /Bidders to submit their proposals to provide Organizational Development (OD) consultancy Service.
2. The overall objective of the consultancy Service;
Review and update the structure of IGAD, and draw up a structure that will enable IGAD to fulfill its mandate effectively and substantially;
Review Staff Service regulations and Salary structure to improve its effectiveness and quality performance and improve the terms and conditions of service to make it a vibrant regional organization;
2.1 The restructuring review and update has two components:
a. Review of the current structure incorporating all its specialized offices showing clearly vertical reporting lines and horizontal communications with the view of drawing up an improved structure.
b. Review and update the terms and conditions of service
2.2 Organizational Structure Review
a. Detailed diagnostic review of the Organizational Development study proposed; revise and update in order to meet current development;
b. Comprehensive review of the Proposed structure for IGAD and identify gap;
c. Review the existing staffing and assess the capacity in terms of knowledge, skills, and experiences to perform the duties within the new structure and identify major skill gaps that may be met by re-training and/or re-deployment of current staff;
d. Undertake detailed assessment of additional staffing needs for performance of the core functions of the secretariat;
e. Carry out job audit, job analysis and evaluation and revise job descriptions for key posts in the structure setting out clearly the minimum qualification for all posts based on the proposed JD;
f. Prepare Staffing plan for the revised structure;
g. Prepare and submit work plan, budget and coordination mechanism for the implementation of the new structure;
h. Revision of Staff Service Regulations
2.3 The second part of the consultancy is to review and revise the proposed terms and conditions of service that define the general conditions, rights, duties and obligations and streamline the recruitment process and improve the terms and conditions of service to provide a stimulating working environment to attract and retain qualified and experienced staff from the region.
3. Selection procedures
The selection method will be as per IGAD Procurement and Grants Manual.
4. Minimum Standards and Qualifications of consultants Proposed for This assignment
a. The consultant must have a Master degree in Business management, Public administration, Management or any other relevant social Science field.
b. The Organizational Development (OD) consultant is required to have a minimum of ten years practical experience, with at least three years in regional/international organization preferably IGAD Member states;
c. Proficiency in English and/or French
d. Excellent report writing and presentation skills.
e. License to Operate/Business permit from proper Authorities is an advantage;
5. The proposal must provide information requirements listed below:
a. Curriculum vitae’s of the consultant with corresponding qualifications;
b. List of similar organizations given consultancy services;
c. Detailed proposal on the consultancy methodology and approach;
d. Fee for service to be provided.
6. The proposals shall be in English language and submitted in sealed envelope. Proposal shall be marked “ORIGINAL” or “COPY” as appropriate. If there are any discrepancies between the original and the copies of the proposal, the original governs.
