About the Office of the Special Envoy

The IGAD Office of the Special Envoy- Red Sea, Gulf of Aden and Somalia was established pursuant of the three IGAD policy organs resolutions: The Declaration of the 13th IGAD Extra-Ordinary Assembly of Heads of States and Government Resolution held on 29th October 2008; the 46th Ordinary session and the 13th Ordinary Summit of Heads of State and government in November 2019. RESGAS has two main missions namely;

  1. IGAD Special Mission to Somalia- Mandated to monitor the implementation of the IGAD Council of Ministers and the assembly of Heads of State and Government and report on a regular basis to the Council of Ministers and Heads of State and government on the progress made.
  2. The Red Sea and Gulf of Aden Mission- responsible for establishing a regional platform for IGAD Member States with a view to promote multilateral dialogue with other stakeholders; formulating policies and strategies on the Red Sea and Gulf of Aden, including development of a Common IGAD Position to protect the interest of the region; and establishing a taskforce of experts to study, review and chart out a Regional Plan of Action on the Red Sea and Gulf of Aden.

Our Mission

An efficient and facilitative office that provides support and co-ordinates effort towards enhancing the capacity of the government and the people of Somalia in order to bring about genuine peace, political stability and security, and establish effective government institutions in Somalia.

Our Mandate

In Somalia, the Office is mandated to:

  • Support the Federal Government of Somalia (FGS) in promoting peace, security, and national reconciliation.

  • Coordinate institutional and capacity-building efforts among IGAD states and international partners.

  • Help the FGS implement responsibilities outlined in the Provisional Constitution and the National Stabilisation Plan.

  • Assist in mobilising financial and technical resources based on IGAD leadership guidance.

  • Facilitate the establishment of constitutional institutions and commissions during and beyond the transitional period.
