Position Title:                        Coordinator for COVID-19 Emergency PCU’

Tenure of appointment:       One year with possible extension based on the satisfactory performance and availability of funds

  1. Background of the project

IGAD Secretariat has entered into a grant agreement with EU through UNOPS to implement the EU response to the health and socio-economic impact of COVID-19 in the IGAD region. In the context of the EU Regional Indicative Programme 2014-2020 for Eastern Africa, Southern Africa and the Indian Ocean (EA-SA-IO), the present project responds to the appeal made by IGAD[1] member states on 30 March, 8 and 9 April 2020 to support the efforts to mitigate the impact of the pandemic in the sub-region. It also takes into account the consequences of the pandemic expressed, for example, by the United Nations Secretary-General calling for measures to address domestic violence linked to lockdowns imposed by governments[2].

The overall objective of the project is to contribute to mitigate the impact of the COVID-19 pandemic in the IGAD sub-region, responding to the call for international support made by IGAD Heads of States, Health and Finance Ministers.

The specific objectives of the project are:

  1. to support IGAD in its mandate to coordinate national responses to the COVID-19 pandemic at the sub-regional level;
  2. to provide health and socio-economic support to target beneficiaries (migrants, refugees, Internally Displaced Persons – and their host communities, cross-border communities);
  • Support measures for the safe circulation of goods and commodities (safeguard of corridors and cross-border flows);
  1. Promote digital solutions relevant for the health COVID response, with specific attention to regional surveillance systems and monitoring systems.

To deliver on its mandate and role, the IGAD Regional Coordination Unit for emergency response for COVID-19 pandemic will be staffed with expertise in program coordination, Surveillance, Project Health experts including Digital health, as well as expert on trade. Also the project has coordination officers at the national level and cross border sites to support the regional coordination unit.

IGAD Secretariat though the Social Development Division seeks to recruit a Coordinator to lead the Emergency Coordination Unit

  1. Key Responsibilities and Functions

Under the overall guidance of the Program Manager Health and Social Development of IGAD, the Coordinator will be responsible for the day to day running of the Project Coordination Unit and the implementation of the 4 components of the EU grant. More specifically he or she will:

  1. Ensure the timely set up of the Regional Coordination Unit for effective running of the project;
  2. Forge partnerships between IGAD and UN agencies implementing the project including other agencies to foster the coordination role of IGAD to CVIODI-19 response;
  • Ensure the coordination of research, knowledge creation and learning with universities and think tanks in the IGAD region;
  1. Create institutional linkages between the IGAD secretariat and similar initiatives to address CVODI-19 including Africa CDC and RCC;
  2. Ensure continuous engagement, learning and coordination with the IGAD countries on the 4 components of the project to advance the implementation of the project at cross border areas, refugee camps and migration response centers (MRCs);
  3. Prepare regular progress reports on the IGAD Regional component and present the same to the Project Steering Committee;
  • Ensure timely convening of the regional steering committee meetings in coordination with the UNOPS project management unit and other implementing partners;
  • Prepare annual work plans for the IGAD Regional Coordination Unit and ensure their timely submission to the EU;
  1. Facilitate continued implementation of the other implementing partners including UNOPS through facilitating coordination issues with IGAD member states through the Regional Coordination Unit and using the national coordination arrangements;
  2. Coordinate efforts with IGAD specialized offices include economic cooperation and trade program and build synergies with any relevant IGAD migration and refugee programs;
  3. Initiate and strengthen networks with relevant partners, processes and mechanisms to strengthen the regional coordination role of IGAD for emergency response for COVID-19;
  • Ensure continuous monitoring of the implementation of the project through coordinating the work of all implementing partners;
  • In collaboration with IGAD Administration, Procurement and Finance Specialists and the overall guidance of the Director of Health and Social Development, oversee the recruitment of and supervise long and short term staff and consultants supporting the Regional Coordination Unit for the emergency project.
  1. Required Academic Qualifications and Skills
    • Educational Requirements
  2. Master’s degree in medicine, public health, epidemiology or health sciences of equal relevance from a recognized university;
    • Experience
  3. 12 years of professional experience in Public Health including at least 6 years of relevant supervisory level;
  4. Technical experience in diseases emergencies services and response preparedness;
  • Knowledge of principles and practices of epidemics and health emergencies management;
  1. Ability to develop health programme frameworks;
  2. Knowledge of health emergencies, disaster management, early warning and laboratory services issues;
  3. Experience in the implementation of surveillance and disease control strategies;
  • Experience in management and implementation of complex public health programs;
  • Experience in national and international deployment of multidisciplinary health investigation teams;
  1. Experience of public health work in IGAD region will be an advantage
  2. Working knowledge of policy analysis and development and program/project management, implementation and monitoring;
  3. Knowledge of, and involvement in, programs implemented by regional and international organizations such as IOM, UNHCR, EU, African Union are highly desirable

  4. Management experience, excellent interpersonal skills, ability to organize and motivate others, and to work in a multi-cultural environments;
  5. Excellent drafting and reporting skills; communication and negotiating skills; and planning and organizational skills;
  • Excellent oral and written communication skills

  1. Fluency in both written and spoken English
  2. Knowledge of French Language will be added advantage
