IGAD has entered into a grant agreement with the Government of Sweden represented by the Swedish International Development Cooperation Agency (SIDA) to pursue efforts towards a common regional mechanism for refugee management aimed at promoting predictable, fair and gender responsive approaches to refugee management and asylum protection.

These efforts form a key pillar of the IGAD Support Platform that was established at the Global Refugee Forum in December 2019 and will contribute to the implementation the Global Compact for Refugees (GCR) and the Comprehensive Refugee Response Framework (CRRF) as defined in the Nairobi Declaration and Plan of Action.

The project will support the harmonisation of refugee protection and management policies, legislation and practices across the IGAD region based on a full and inclusive application of the international refugee protection principles as enshrined in the international instruments. It will strengthen the implementation of regional commitments by promoting comparable and predictable mechanisms for refugee management, strengthen sharing of experience and best practices on refugee management and asylum protection, as well as promote the transfer of technical capacity between IGAD member states. Further the project will support capacity building for member states in the area of management of refugees and durable solutions towards a harmonised regional approach.


Overall Responsibilities:

In order to support the roll-out and the implementation of the project activities, IGAD wishes to recruit an M&E Associate. S/he will lead the design and management of monitoring and evaluation activities at the project level and make contributions to the preparation of documents, proposals and reports.

Under the direct supervision of the Migration Officer and with support of the project team, The M&E Associate shall perform the following:


Core Duties and Responsibilities:

  • Design and update the project M & E system,
  • Develop M & E plans and strategies that addresses the project needs and expectations.
  • Designs the execution of all project performance and monitoring plans.
  • Design project M&E data collection tools, reporting templates for various categories such as proposals, progress reports and final reports.
  • Identify and formulate lessons learnt and document best practices from evaluations and studies on refugee and asylum protection in the IGAD region.
  • Conducts process reviews on field sites to evaluate the utilization and impact of ongoing monitoring tools in order to measure improvements in program quality including giving feedback IGAD member states.
  • Strengthen data quality initiatives and facilitate improvement in timeliness, accuracy, completeness, validity, and precision of data.


  • A post-graduate qualification (MSc level or higher) in Social sciences, management sciences, or International development in a relevant discipline with a minimum of 5 years post graduate experience in developing and implementing monitoring and evaluation systems.
  • At least 5 years of experience in the field in M and E in a multilateral organization or in a development organization
  • Experience in designing and implementing thematic evaluations
  • Experience with M&E tools, methods and approaches (including quantitative, qualitative and participatory) for project and programmatic level
  • Experience with issues related to refugee and asylum protection is an added value.
  • Knowledge of the IGAD regional dynamics and countries

 Language requirements: 

Fluency in English, working knowledge of French is an added advantage
